Russia - How Child Benefit Increased in 2022

Russia (bbabo.net), - Children's allowances change every year. It depends on a number of circumstances - first of all, the living wage and the minimum wage are being revised upwards, annual indexation is carried out, and the rules for paying benefits are changing. How much the amount of child payments increased in 2022, says Rossiyskaya Gazeta.

Maternity allowance

From 2022, the amount of the minimum and maximum allowance for pregnancy and childbirth has increased. In other words - "maternity".

So, from 2022, the minimum allowance is 13,890 rubles - this is the amount of the minimum wage increased from January 1, the Ministry of Labor recalled. Maternity pay in the amount of the minimum wage is received by women who did not work before giving birth.

The maximum amount of "maternity" increased due to the annual indexation of the maximum base for calculating insurance premiums for compulsory social insurance in case of temporary disability and in connection with motherhood. All women who worked before going on maternity leave can count on the maximum allowance.

So, if the birth proceeded without complications, then the minimum allowance for working women will be 63,932.40 rubles. The maximum amount is 360,164 rubles (if a woman had a high salary before going on maternity leave).

In case of complicated childbirth, they will pay a minimum of 71,238.96 rubles, a maximum of 401,325.60 rubles.

If a woman has more than one child born at once, then the minimum amount of the benefit will be 88,592.04 rubles, and the maximum amount will be 499,084.40 rubles.

Monthly allowance for low-income pregnant women

The allowance was introduced on July 1 last year and replaced the previous symbolic lump-sum payment for registration up to 12 weeks of pregnancy.

The amount of the monthly allowance is 50% of the regional subsistence minimum for the able-bodied population. The living wage, as you know, is reviewed annually. In 2022, for the whole country, it was indexed by 8.6% and amounted to 12,654 rubles. But each region has its own living wage. For example, in Moscow its size this year is almost 19 thousand rubles. Accordingly, a pregnant woman can count on receiving benefits in the amount of 9.5 thousand rubles per month (it is paid until the moment of delivery).

Recall that such an allowance is assigned if the following conditions coincide: a woman must register with a medical organization before 12 weeks of pregnancy and visit her for a period of 10-14, 18-22, 30-32 weeks. She must permanently live in Russia. The average per capita income of all members of her family should not exceed one regional subsistence minimum per capita. The property of all family members should be no more than the established list. Family members over the age of 18 must have a proven income or a good reason for not having it.

Lump-sum payment for pregnancy and childbirth

A lump-sum payment for pregnancy and childbirth from 2022 must be registered with the Pension Fund of Russia. This applies to women who did not work before pregnancy. For working women, this payment is made by the employer.

As the FIU recalls, such a payment is provided to non-working women on maternity leave, as well as to non-working women who have adopted a child under the age of 3 months.

The payment is provided if the employment center recognized the woman as unemployed within a year from the date of her dismissal. For processing the payment, you need to contact either the client service of the PFR at the place of residence, or the MFC.

The amount of payment - 708.23 rubles. per month. The allowance is provided after childbirth for the entire period of maternity leave.

Lump-sum allowance at the birth of a child

It is paid regardless of the employment of one of the parents. The amount is fixed and increases annually from February 1.

In 2021, the amount of this allowance was 18,886 rubles. From February 1, 2022, it will be indexed by 8.4%. That is, the amount of payment will exceed 20 thousand rubles.

Payment for the first and second child up to 3 years old

In 2022, the rules for assigning monthly payments for the first and second child up to three years old have changed.

As explained in the Ministry of Labor, earlier the regional subsistence minimum for the second quarter of the previous year was taken as the basis for calculations. Now, when applying, you need to focus on the regional cost of living established for the year of application.

“If you apply in 2022, check the living wage for the working-age population in your region for that particular year,” the ministry said. The same rule will apply to the amount of the allowance: the payment will be equal to one current living wage for children.

The payment is assigned to families whose average per capita income does not exceed two living wages of the able-bodied population in the region.

Monthly allowance for children from 3 to 7 years old

The payment of this type of allowance has been adjusted since April 1 last year. Its size began to vary depending on income. Families in need can receive 50%, 75% or 100% of the regional subsistence minimum per child, rather than the fixed 50% as was previously the case. Since January 1 of this year, all subsistence minimums have increased (including for children), it is necessary to focus on new data.

If, with a payment of 50%, the average per capita family income does not reach the regional subsistence minimum, then the payment will be increased to 75%, and, if necessary, up to 100% of this very minimum.

Support for children from 8 to 17 years old

This benefit can be claimed by a single parent if the other parent is dead, missing or not included in the birth certificate. Also, the payment is due to the legal representative of the student if the child was left without the care of a parent or both parents due to their death. The allowance will be received by the parents or legal representatives of the child if, by a court decision, the other parent pays alimony.

To receive benefits, the amount of income per person in the family must not exceed the regional subsistence level. It is also important to take into account that the availability of real estate, a car and bank deposits affects the assignment of benefits.

Families that own an apartment or several apartments will be able to receive the allowance, if only the area for each family member is less than 24 sq.m. In the case of a house or houses, less than 40 sqm per person. If the housing was found unsuitable, then it will not be taken into account in the assessment. Also, an apartment or house is not taken into account if it is occupied by a family member with a disease that makes it impossible to live together.

The amount of the allowance also depends on the living wage. It is half the regional subsistence minimum for children. The allowance is paid monthly. But it is appointed no more than for a year. Then the right to receive benefits must be re-verified.

Maternity capital

From February 1, the size of maternity capital should be indexed by 8.4%.

Thus, the size of the mother's capital for the first child will increase from the current 483.8 thousand rubles to 524.5 thousand rubles, for the second - up to 693.1 thousand rubles (now 639.4 thousand rubles).
