"We have already had heavy snowfalls this winter and will continue to do so. We need to be extremely attentive to weather phenomena and snow removal. Come out and check the quality of cleaning with your feet," the head of the region said at a meeting of the regional government.

Getting out, however, is not easy for everyone. All week in the suburbs without any problems it is only snowing. And all the rest hardly make their way among the snowdrifts. And weather forecasters say that the inhabitants of the region have more than one rainfall record ahead.

It seems that there is enough equipment: the utilities have 2.7 thousand units in the arsenal, the road builders have another 3.8 thousand. And to help 18,000 street cleaners, the municipalities hired almost a thousand more cars, and in the yards there are no knee-deep ruts and no pedestrian markings on the roads. Moreover, the situation is similar in both nearby and distant municipalities. "Snow fell 2.5 times more this year than last year," the heads justify themselves.

"According to the regulations, all snow must be removed no later than 12 hours after the end of the snowfall, and taken out within five days," recalls Svetlana Aipova, head of the main department for maintaining the territories of the Moscow Region. There is, it turns out, the order of cleaning: first, the entrance groups of buildings, so that people can at least leave the house. Then the entrances to the container sites, otherwise the yards will be overgrown with garbage in a couple of days. In the third place, all kinds of stairs and descents are cleaned, as the most traumatic sections of the road network. Then footpaths and sidewalks. And only the fifth point will clean driveways and parking lots.

Sometimes you go out to the car in the morning - and it seems that the wipers work carelessly, but in fact they just haven’t reached the parking lots yet. Well, the question of 12 hours, during which everything should be removed, slightly loses its relevance if it rains from the sky for the second day in a row.

That, however, does not negate the problems that people face every winter. In every municipality, there is bound to be a no-man's land that has no one to clean up - as if before winter the care of it could not be entrusted to business or volunteers, since at other times of the year the hands did not reach to find a permanent owner. Road workers will certainly fill up sidewalks with snow, and public utilities - roadsides, as if it is difficult for two departments to synchronize cleaning and removal. And spontaneous piles will begin to appear near stores that clean their territory promptly, but they can forget about export altogether. And someone will break something, freeze, fall off at the most crucial moment ...

What did the authorities do in summing up the results of the first heavy snowfalls of this winter? They instructed the heads to assign a separate janitor to each yard and control that by the beginning of peak hours - 6.30-7.00 am - the passages to public transport stops were cleared. Organized field inspections of the quality of winter cleaning. "We have 102 mobile crews, and each has a plan to check at least 15 yards or public spaces daily," Aipova said.

What can residents themselves do to avoid getting stuck in the snow? Firstly, do not park in strategically important places - at garbage containers, at the entrances and exits from the yards. After heavy rains, you yourself will not leave, and leave the whole house without cleaned paths. Secondly, write in social networks and on Dobrodel. Now snow complaints are considered as a priority. And if you complain together, they will pay attention to it in the region. And then the governor will force the head of the municipality to publicly justify himself against the government.
