The State Duma is developing a bill to freeze funds stolen by fraudsters

The money that fraudsters steal from the accounts of Russians is proposed to be frozen, and the accounts of intruders are blocked for up to 30 days. Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market, announced the development of such a bill.

“We are already working. This is one of the elements of the fight against scammers. I expect that the document will be submitted to the State Duma in the spring session," Aksakov said.

The innovation is directed against the so-called droppers - intermediaries, to whose accounts fraudsters withdraw money stolen from citizens before cashing it out. Now banks do not have the right to stop the withdrawal of money from an account to another bank, even if the dropper account has already been defined. This is allowed only by a court order.

As part of the innovation, they want to give banks the right to block such accounts for up to a month.

However, the Central Bank does not support the proposal. “It requires serious study, in particular legal analysis. We are talking about-of-court blocking of accounts, and for bank customers there is no possibility to appeal in court the blocking of money for such a long period. This violates the rights of the recipient of funds, and can also lead to abuse by the payer,” the press service of the regulator emphasized.
