Banks questioned the new proposals of the Central Bank to combat fraudsters

Banks have criticized the bill proposed by the Central Bank to combat fraudsters. This was reported to Izvestia by the Association of Banks of Russia (ADB).

The association noted that the proposed measures raise questions about the possibility of their implementation and the consequences if they are erroneously applied to the client. We are talking about complicating the procedure for conducting transactions: so that not only the payer's bank, but also the recipient's bank checks money transfers for signs of fraud, and so that the latter can restrict remote access to the account.

According to ADB Vice President Alexei Voylukov, all responsibility is shifted to the credit institution that receives the payment. Also, the new mechanism may lead to consumer dissatisfaction with the level of banking services and possible claims against financial institutions.

The Central Bank reported that a new mechanism for the return of stolen funds has already been discussed with market participants. However, the draft law is currently under revision.

In mid-December, State Duma deputies decided to draft a bill that would allow banks to obtain a register of droppers (recipients of illegally debited money). Thus, the new "black list" should become part of the anti-money laundering platform of the Central Bank "Know Your Client" (KYC) and help in the fight against fraudsters.
