Russia - Rules for the payment of subsidies for the resettlement of dilapidated housing have been developed

Russia (bbabo.net), - The Ministry of Construction has developed uniform rules for granting subsidies for the purchase of housing for residents of resettled emergency houses. The regions will pay for them with financial support from the Housing and Utilities Reform Assistance Fund.

If the document is approved, the payments will be able to be received by the owners of premises in demolished emergency houses who do not have other housing (neither owned nor on social tenancy terms). At the same time, municipalities must establish the maximum amount of family income and the value of property belonging to it - if these figures are exceeded, then it will be considered that spouses can independently buy an apartment (with their own funds or on credit). Subsidies are not provided to those who purchased housing, already knowing that the house is in disrepair.

Money will be given to those who have no other housing

The funds can be used to buy an apartment, room or house, for additional payments for relocation to more expensive housing, for a down payment or mortgage repayment. It is forbidden to buy apartments in emergency and old houses (over ten years old) and undeveloped real estate.

Such subsidies are an additional measure of support, says Pavel Sklyanchuk, an expert on the thematic platform of the ONF "Housing and Urban Environment". In addition to it, residents of emergency houses receive the redemption price of housing, but often this amount is only enough for housing in a house that will soon also become emergency. Now subsidies are paid in no more than 15 regions. In the rest, residents most often wait until they are provided with equivalent housing. A unified procedure for granting subsidies will expand the options for solving the housing problem for residents of dilapidated houses, said Nadezhda Kosareva, president of the Institute for Urban Economics Foundation. IDPs will more often be able to choose - to receive another living space or money. But the decision whether to introduce subsidies will remain with the regions.
