Russia - Farmers are waiting for a jump in milk prices due to a new examination of products

Russia (bbabo.net), - From March 1, all milk in the country that goes on sale will be tested for quality in a new way. Altai is waiting for a jump in prices. There are similar concerns in other regions. understood the situation.

When the order of the Ministry of Agriculture of Russia (N 421) comes into force, they will begin to examine milk not only at processing enterprises, but also every batch from under a cow. Taste, fat content, acidity, other properties, antibiotics and pesticides. True, this does not apply to milk from private farms, which is produced "for oneself" - not for sale.

The selection and preparation of samples for research will be carried out by employees of the State Veterinary Service. And enter the results into the Federal State Information System in the field of veterinary medicine. The administration of veterinary medicine of the Altai Territory assured that they would not take tests from under each cow. They plan to work with large buyers and farms, checking large lots.

Milk will be tested twice for the same indicators: first by veterinarians before it is sent for processing, and then by dairy laboratories

"We will conduct an examination before handing over the milk for processing," said Evgenia Spitskaya, deputy head of the veterinary department. It turns out that milk will be checked twice for the same indicators: first, veterinarians before handing it over for processing, and then - laboratories of dairy plants.

"What enterprises check is their business, we will carry out state control," the veterinary department stressed. But after all, processing plants do not conduct an examination on their own initiative - this is a requirement of the interstate GOST, introduced in 2013.

Oleg Makhnakov manages dairy cooperatives and directly takes raw materials from the population. “Officers,” Oleg wonders, “for many years they have been calling for products to be delivered to dairies without intermediaries. Now it turns out, is it better to work through buyers?”

It will be necessary, apparently, through them. Although it's not better. “We often receive complaints about the meager prices that buyers give for village milk,” said Sergey Voytyuk, head of the regional branch of the All-Russian Popular Front in the Altai Territory. “People say that keeping cows is getting more expensive every year, and pennies are paid for milk delivered It's easier for them to sell cows."

The Altai Union of Entrepreneurs believes that the next "dairy" innovations will accelerate the process of market monopolization. Large agricultural holdings will crowd out small ones.

And in the Altai Territory, personal subsidiary farms today produce almost half of raw milk. Their withdrawal from the market may exacerbate the problem of shortage of raw materials and provoke another jump in prices for dairy products, which are already becoming more expensive.

Only in the last three months in the Altai Territory, dairy products have risen in price by 5-25 percent, and over the year by 12-33 percent. With the exception of cottage cheese, which has fallen slightly in price.

To prevent further price increases and negative consequences for the dairy market, the deputies of the Altai Legislative Assembly decided to apply to the Russian Ministry of Agriculture with a request to review the introduced double checks.

And in the regional branch of the All-Russian Popular Front, they propose to recognize agricultural products that are produced by personal subsidiary farms for sale and small farms as organic. This will make it possible not to apply such stringent requirements to it as to the industrial production of milk.

“If we are talking about the safety of products for the consumer, then you need to check the final product on the shelf, and not the raw materials,” suggests Oleg Makhnakov. “Moreover, when we receive raw materials from private farmsteads, we also conduct tests to make sure "I didn't bring milk from a cow after calving or treatment. Only then can traces of antibiotics be found in it. And palm trees don't grow in our backyards."

The villagers are confident that the cost of additional tests will still fall on their shoulders. Resellers will simply lower their prices by including veterinary costs in them.

How it will be - we will soon see. But already now, apparently, it is worth listening to the proposals and concerns of dairy producers, regional legislators and public figures in order to improve the measures being introduced and prevent complications in the dairy market.

Key question

Sergey Serov, Chairman of the Committee of the Altai Legislative Assembly on Agrarian Policy, Nature Management and Ecology:

- Why do we need double control of milk - it is not clear. Today, at dairies, all raw materials are carefully checked. Samples are taken daily for physical and chemical properties and every ten days an examination for antibiotics is carried out.

Lyudmila Manitskaya, director of the Dairy Union of Russia:

- State examination of milk is introduced, first of all, in order to bring veterinary requirements in line with modern standards. The former ones are outdated and do not meet the requirements of the Eurasian Economic Union. It is also necessary to stimulate exports, since the new norms of vetsanekspertiza comply with the technical regulations of the Customs Union.

Of course, any innovations initially cause concern and mistrust. But after a while, market participants, as a rule, adapt, and experience of working under the new rules appears. So it was with the introduction of digital marking, the "Mercury" system.

But today we see that these measures justified our expectations - they allowed to clear the market of falsification and counterfeit goods.

Meanwhile

There should be no problems or difficulties in the supply of milk after the entry into force of the new veterinary rules. But this will ensure that high-quality and safe products are put into circulation, the Rosselkhoznadzor is sure.

The department reminds that the order of the Ministry of Agriculture, providing for the veterinary and sanitary examination of each batch of milk, was signed back in June last year. That is, the industry has long been aware of the upcoming changes. Moreover, this norm of veterinary rules actually duplicates those already spelled out in the technical regulations of the Customs Union. According to them, each batch must be subjected to veterinary and sanitary examination, which is carried out by the veterinary services of the constituent entities of the Russian Federation, the Rosselkhoznadzor specified. They also noted that electronic veterinary accompanying documents for products, which are drawn up in the federal information system "Mercury", include information about the veterinary and sanitary examination.

"This contributes to the traceability of products, allows you to ensure that high-quality and safe food products are put into circulation," the Rosselkhoznadzor believes. The last time business representatives raised the issue of the possibility of simplifying the examination procedure for each batch of milk was at the Soyuzmolok congress at the end of January this year. Then the head of the Rosselkhoznadzor, Sergei Dankvert, also said that the order of the Ministry of Agriculture was in line with international practice, and without this innovation, exports would at least be automatically closed for Russian dairy producers.

"We discussed that this is a matter of internal production control. You have to do this at your place of production. A veterinarian or a certified person signs veterinary and accompanying documents. These standards today comply with the law, including the laws of other countries. Without this, we will not be able to export And how you decide inside yourself from the point of view of production control - these are your questions and your opportunities together with the veterinary service of the subject, "Dankvert answered the question of whether an examination of each batch of milk is needed.
