Russia (bbabo.net), - Plots near bodies of water can now be claimed. From February 27, amendments to the Land Code come into force, which remove restrictions on the circulation of land in the second zone of the zones of sanitary protection of sources of drinking and household water supply.

Until now, the turnover of the lands of the first and second belts was limited, they could not be transferred to private ownership. At the same time, the second belt around rivers, canals, lakes, reservoirs and other water bodies can be over two kilometers wide, Rosreestr noted earlier. Because of this, thousands of citizens, entrepreneurs and organizations could not take ownership of the land plots under their real estate objects. Only in the Moscow region from 1980 to 2010, about 7.5 thousand objects were built within the boundaries of the second belt, including 33 multi-apartment residential buildings, more than 5 thousand individual residential buildings, over 2 thousand non-residential buildings, including industrial facilities, trade facilities and logistics complexes.

The owners of these buildings could not take advantage of the "dacha amnesty" for re-registration of land, sell, donate or inherit their plots.

The law leaves turnover restrictions only for lands of the first belt of sanitary protection zones.

In addition, the law will make it possible to more effectively prosecute violators of sanitary and epidemiological standards in the second belt of sanitary protection zones. Supervisory authorities may recover from an unscrupulous owner a land plot or property in payment of a fine. Tenants avoid responsibility, noted earlier in the All-Russian Society for the Conservation of Nature, and it is easier to call the owner to order.

Additional risks of pollution of water bodies will not appear, noted in the Federation Council Committee on Agrarian and Food Policy and Nature Management, since the requirements of sanitary legislation do not depend on the type of right to a land plot.
