Chairman of the State Duma Viacheslav Volodin stressed the importance of the adoption of the bill. He recalled that earlier the deputies had already passed laws prohibiting the collection of debts, for example, from pensions, alimony. In addition, they have protected the minimum guaranteed income of citizens from write-off for enforcement proceedings. Now these guarantees apply to lump-sum social payments.

The bill protects social benefits of citizens from being written off in enforcement proceedings. As Volodin explained, this rule will apply not only to one-time payments appointed by the decision of the president or government, but also to other types of social assistance. Including - new benefits for pregnant women in difficult life situations.

Banks will be prohibited from writing off debts from these payments, unless the citizen himself decides to send them to pay off the debt. At the same time, even if the borrower in the agreement confirmed his consent to write off funds, he will be able to contact the bank within 14 days and return social benefits. They must be transferred to him within three working days.

It is important that the provisions of the law will have retroactive effect in relation to funds credited to the account from January 1, 2021, the Chairman of the State Duma emphasized.

The deputy head of the United Russia faction, Andrei Isaev, recalled that at the second stage of the party congress, the President of the Russian Federation proposed to correct this gap in the legislation. According to the deputy, it is wrong when the state directs money in order to help people, and this money ends up in the hands of creditors, that is, it is not used for the purposes that the authorities have appointed.
