In the road construction industry, there may be risks of a complete stop of work due to the new law in the field of treasury support. This was announced by the National Association of Infrastructure Companies (NAIC), according to RIA Novosti.

“In essence, a catastrophe is coming in the construction industry. In cases where companies are working on a government order, and contractors are still waiting for the funds to reach them, the adopted novelties will stop the construction of all large facilities, ”said Maria Yarmalchuk, Director General of NAIK.

According to her, the new rules imply that all cash flows under government contracts from 1 billion rubles will go to the personal account of the Treasury. It turns out that the funds will become illiquid until the contract is fulfilled. If expenses arise that do not relate to a specific object, then the construction company pays them at its own expense.

The association believes that due to the new law, difficulties will arise with the involvement of subcontractors and a reduction in the number of co-executors even at the stage of opening personal accounts.

At the same time, the transfer of profits and reimbursement of costs will be possible only after passing the on-site inspection of the Treasury, as a result of which the actual costs and data of separate accounting of the results of financial and economic activities for each state contract will be checked. All these actions will seriously hamper the activities of construction organizations.

On January 1, amendments to the Budget Code will come into force in Russia, which regulate the procedure for treasury support of funds under government contracts, as well as the rules for such support approved by the government. In particular, from 2022, expanded treasury support will be applicable to government contracts in the amount of 1 billion rubles or more.

In early November, it was reported that in Russia, when allocating funds for the construction and repair of regional and local roads, the instructions of the president and the government, the cost of the projects themselves and the ratio of excise taxes received by the regions to the length of the roads themselves will be taken into account.
