If regional officials do not solve the problem of heating this small town, they may be prosecuted.
- The situation in Yarovoye forced us to pay attention to the problems of freezing townspeople at the federal level, - Dmitry Demeshin emphasized. - A criminal case has already been initiated on the negligence of negligent municipal officials, whom, I am convinced, should be removed from their posts. But the responsibility also lies with the Minister of Industry and Energy of the Altai Territory, since his department did not prepare any proposals for the financial recovery of the municipal enterprise serving the Yarovoy CHP and did not control the preparation of the station for the next heating season. As a result, people suffer from interruptions in heating during the winter. If their life and health are harmed, we will open a negligence case against the regional minister, who was supposed to ensure timely repair and financing of the city's heating system.
Recall that for more than two years the residents of Yarovka lived in an emergency mode due to constant interruptions in the work of the dilapidated thermal power plant. It was introduced on November 21, 2019, when the station got up in thirty-degree frosts due to boiler breakdowns and poor coal quality. And they removed the emergency mode on December 14, 2021, putting the city on high alert. According to Vyacheslav Khimochka, all this time the situation with heat supply in Yarovoye has been under the close scrutiny of the regional authorities.
“All boilers and boiler generators of the CHPP have been repaired in two years,” he explained. - Since November 2019, the regional budget has allocated more than 580 million rubles for the purchase of fuel so that the station can spend all its funds on repairs. However, this year, in preparation for winter, the head of the city of Yarovoe and the municipal unitary enterprise weakened control over the operation of the CHP, which led to another breakdown of boilers in early November. We have repeatedly negotiated with large Russian energy companies so that they take the Yarovskaya CHPP for service on a concession basis. But they refuse because it is not cost-effective. We will prepare a feasibility study with the involvement of specialized design institutes. It will be ready by May, after which we will decide what to do with the station: reconstruct or build a new boiler house.
According to Dmitry Demeshin, in two years the Ministry of Industry and Energy of the region should have already decided whether to build a new boiler house or reconstruct the old one.
- The main criterion for the efficiency of the work of municipal and regional officials is the calmness of residents during the heating season. If our people in Yarovoye freeze this year, if the children go to hospitals, regional officials will also be prosecuted for negligence, ”said the Deputy Prosecutor General.
