A group of senators and State Duma deputies drafted the necessary amendments after President Vladimir Putin at the United Russia party congress called on parliamentarians to protect all social payments from automatic write-offs.

"A ban is being established on writing off lump-sum social payments under executive documents, which are carried out within the framework of state support," said Mukharby Ulbashev, deputy chairman of the Federation Council Committee on Budget and Financial Markets.

The list of payments that cannot be debited is expanding. It is complemented by a new allowance, which is paid to pregnant women in a difficult financial situation, as well as all types of social assistance, including a social contract.

Also, the debtor-citizen will be given the right to apply to a credit institution with a statement on the preservation of income in the amount of the subsistence level on a monthly basis. The senator noted that this provision was amended for the second reading. "The position of the authors is that the norm in this form will not work. The principle of uniqueness of the account is established, which provides for the immunity regime, and credit institutions do not have a single database of information," Ulbashev stressed. In this regard, the Committee of the Federation Council on Budget and Financial Markets was given a protocol instruction to monitor the law enforcement practice in this part and, if necessary, prepare amendments to the legislation.

The provisions of the document will be retroactive with respect to funds that have been credited to the account from January 1, 2021.
