Russia - Carriers will be able to switch to electronic documents

Russia (bbabo.net), - Transportation documents (bill of lading, accompanying sheets, work orders), transport companies will be able to issue in electronic form. This will speed up transportation and make the movement of goods transparent.

So far, the speed of cargo transportation is constrained by a huge number of documents that are drawn up in paper form. Last year, more than 3 billion of such documents were issued. If nothing is changed, by 2030 the stock of paper documents will reach 7 billion, said Transport Minister Vitaly Savelyev.

Shippers, carriers, consignees, charterers, charterers will be able to generate electronic documents. They will have to conclude an agreement with the operator of the information system.

Operators will be included in a special register. They will be required to ensure that electronic documents are processed around the clock, while maintaining the confidentiality of information. Government agencies will have access to information from the state information system. The procedure for the exchange of electronic travel documents will be established by the government.

While the bylaws are undergoing interdepartmental approval, explains Valery Alekseev, chairman of the commission for road transport and road facilities of the public council of Rostransnadzor. Before the introduction of electronic documents, a transition period is mandatory. The introduction of this system will make it possible to make the movement of goods and mutual settlements between consignors, agents and carriers of goods transparent. "Services of carriers will be paid properly. This will reduce the cost of transportation," - said the expert.
