If nothing is changed, by 2030 the stock of paper documents will reach 7 billion, said Transport Minister Vitaly Savelyev.

Shippers, carriers, consignees, charterers, charterers will be able to generate electronic documents. They will have to conclude an agreement with the operator of the information system.

Operators will be included in a special register. They will be required to ensure that electronic documents are processed around the clock, while maintaining the confidentiality of information. Government agencies will have access to information from the state information system. The procedure for the exchange of electronic travel documents will be established by the government.

While the bylaws are undergoing interdepartmental approval, explains Valery Alekseev, chairman of the commission for road transport and road facilities of the public council of Rostransnadzor. Before the introduction of electronic documents, a transition period is mandatory.
