The European Union is drafting a new format of cooperation with the 16 countries of the EU's neighbors to the east and south - the so-called individual neighborhood. It is expected that the new program will replace the Eastern Partnership, which includes Ukraine.

For a long time Moldova has been a leader in the question of European integration, but now the situation has changed, and Ukraine returned to the first place, despite all the problems and contradictions, again. Due to Euromaidan we made a significant progress in understanding and dissemination of European values.

The European Union faced an obvious dilemma: not all the countries of the Eastern Partnership can be rowed with the same brush, it is necessary to work on individual bilateral relations with each country, which accounts for the efforts to develop a new format of the EU's relations with its neighbors.

While Ukraine is a leader in this process, on the basis of successes and failures, as well as the practical alignment of the Association Agreement with Ukraine, the EU is building rules that can be applied to other countries.
