“Minister Litvinenko's statements to government officials who publish their natural gas bills are highly problematic. On the one hand, we are seeing an attempt to restrict freedom of speech. On the other hand, government officials are hinting that they will send NON to critical officials.

- It looks like a threat to use NON against those who criticize the government because of the situation in the energy sector - rising prices for natural gas.

- Previously, government representatives made statements suggesting intimidation of NON (the case of constitutional judge Domnica Manole), now Minister Litvinenko makes statements that resemble the intimidation of critics through NON.

- It would be more appropriate for a state official to express sympathy for citizens, and not to ridicule the issue of high gas prices (even if we are talking about disgruntled civil servants). Moreover, it is not clear why the authorities resort to self-destructive statements and displays of force. The most appropriate response is the absolute monopoly of power currently held by the PAS.

The minister should publicly apologize first to the PAS voters. The government cannot compromise its reform program through such antics by public officials. This suggests that some state institutions can be used as political tools.

At a minimum, the minister should retract the statements. Also on this occasion, civil society could remind the government that state institutions subordinate to the government should not be intimidated (the Manole case) or used for intimidation,” he said.
