Russia (bbabo.net), - In market conditions, the Far East has significantly reduced its economic potential. To a large extent, this affected high-tech processing industries. As a result of negative demographic processes, the population of the district decreased by two million people, or 25 percent. These trends persist even now - especially in the southern border regions, which increases geostrategic risks. Leveling them is difficult due to the limited natural basis of regional reproduction.

The Khabarovsk Territory, the heart of the Far East, is in the most difficult situation. Its diversified economy was built primarily on geostrategic principles. Therefore, with the transition to the market, many enterprises closed. The branches of specialization are also experiencing serious difficulties: forestry, fishery, shipbuilding. As a result, the efficiency of the economy falls. The planned income of the consolidated budget of the Khabarovsk Territory for 2022 is one of the lowest in the macroregion (98.1 thousand rubles per inhabitant), and taking into account the leveling of the price factor, they are inferior even to the income of Transbaikalia and the Jewish Autonomous Region.

Under these conditions, in order to move to a sustainable development path, it is necessary to search for new growth drivers. They should be based primarily on natural competitive advantages, focusing on the demand of both domestic and foreign markets. And here, due to the geographical location, natural resource potential and the tasks set for the macroregion, good prospects open up for the development of the Lower Amur region in the Khabarovsk Territory on the basis of existing and promising projects. The natural basis of regional reproduction will be primarily the mining industry with primary redistribution.

At present, a large industrial agglomeration "Komsomolsk - Amursk - Solnechny" has developed here, on the basis of which it was supposed to create the "Technoecopolis KAS" in the 90s of the last century. The logistics port complexes "Vanino - Sovgavan" and "De-Kastri" are operating, logging, fishing and gold mining are underway. The transport system includes a river network (Amur with tributaries), a railway network (BAM), a pipeline network (oil and gas mains), and a road network. The Malmyzhskoye porphyry copper deposit is being prepared for exploitation. Several large-scale projects have been announced: a railway crossing to Sakhalin, the second track of the BAM, the Nimanskaya hydroelectric power station and the tidal Tugurskaya, a plant for the production of liquefied natural gas, roads from Yakutia to the Sea of ​​​​Okhotsk. If they are implemented, the prospect of developing the Shelekhovskoye and Iskinskoye alunite deposits and aluminum production will open up. Favorable conditions will develop for the exploitation of ferrous metal reserves (iron, manganese, titanium) and phosphorus in the Uda river basin, the creation of a zeolite industry based on the Seredochnoye deposit, and the gasification of coal from the Khurmulinsky and Lianskoye deposits. A springboard will be formed for the development of the mineral resources of the Okhotsk region.

Komsomolsk-on-Amur, which will expand its specialization, will become the backbone for the development of the Lower Amur region. New opportunities for economic recovery will be given to Nikolaevsk-on-Amur.

The fast-growing mining industry will play the role of a catalyst in the formation of a new driver of reproduction in the Far East

A building materials cluster in the Khabarovsk Territory approved by the President of Russia will be a good help in the implementation of this project. And it should start with a cement plant, because all of the above projects are cement-intensive and need high-quality products. Moreover, there are explored deposits of limestone and clay - the main components of general construction cements - in the south (Vyazemsky district) and in the center (P. Osipenko district). Such a plant will give impetus to the creation of new industries of building materials: zeolite, perlite, polymer structures, engineered wood. The implementation of large-scale national and, in the future, international projects will require the deployment of construction facilities of various specializations in the Khabarovsk Territory. Together with the existing design and training institutes, this will become a good basis formation of a construction cluster.
