Can a Belarusian in Russia receive a tax deduction for medical services?

Citizens who are tax residents of the Russian Federation and who receive official income subject to personal income tax have the right to receive a tax deduction in Russia at a rate of 13%. Citizenship or residency does not matter.

Tax residents are individuals who stay in Russia for at least 183 calendar days within 12 consecutive months. As for income, it is necessary to have official employment on the basis of an employment contract, work contract, or be a self-employed person.

The costs of treatment and the purchase of medicines are related to the social deduction (clause 3 of article 219 of the Tax Code of the Russian Federation). This means that the maximum total amount of expenses incurred in the tax period (minus expenses for the education of the taxpayer's children and expenses for expensive treatment) is 120 thousand rubles, and the return from this amount will be 15,600 rubles. You can exercise your right to a tax refund no later than 3 years from the date of payment of personal income tax for the tax period when expenses were incurred for medical services or medicines.

To receive a social deduction, it is necessary that the medical organization (or individual entrepreneur) that provided medical services has a Russian license to carry out medical activities. The deduction can be obtained in two ways - at the tax authority or at the employer. The website of the Federal Tax Service (https://www.nalog.gov.ru) has detailed instructions on how to get a deduction through the Federal Tax Service of the Russian Federation or through an employer and what documents are needed.

Who in Russia is obliged to undergo technical inspection?

The law on the abolition of mandatory technical inspection for cars and motorcycles owned by citizens has indeed already entered into force (Federal Law of December 30, 2021 No. N 494-FZ). However, the inspection was canceled not for everyone, but only for those citizens who use their cars and motorcycles exclusively for personal purposes.

Owners of such machines have the right to undergo technical inspection at will. At the same time, if a citizen purchases a car or motorcycle older than 4 years, before registering a car with the traffic police, he must undergo a technical inspection. If he bought a car under 4 years old, technical inspection is not needed. In addition, a mandatory inspection is needed if structural changes have been made to the machine. In this case, the age of the car does not matter.

In contrast to personal vehicles, taxis, company cars, buses and trucks have remained subject to inspections. So if you use the car not only for personal purposes, you need to pass an inspection. If the car will be used as a taxi or for the transport of passengers, if you have a bus or truck over 3.5 tons, then a car up to five years old needs to be MOT annually, and older than five years - once every six months. Vehicles transporting dangerous goods must also undergo a technical inspection every six months.

Will made in Russia be valid in Belarus?

As of June 1, 2019, a new concept has appeared in Russian legislation - a joint will. It can only be drawn up by spouses who are officially married. A joint will allows spouses, at their mutual discretion, to bequeath common property, as well as the property of each of them to any person. With such a will, there is no need to first divide the joint property. It is possible to indicate in advance to whom what property and in what sequence passes if one of the spouses dies or if both leave at the same time. It loses its force in cases of termination of marriage or recognition of marriage as invalid both before and after the death of one of the spouses. Either spouse can withdraw from the will at any time. In accordance with Art. 13 of the Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Matters, signed on January 22, 1993 in the city of Minsk by the CIS member states, "documents that, on the territory of one of the Contracting Parties, are made or certified by an institution or a specially authorized person in within their competence and in the prescribed form and affixed with a seal, are accepted in the territories of other Contracting Parties without any special certificate. This means that documents duly certified by a Russian notary are accepted on the territory of Belarus, and vice versa.
