Russia - The regions of the Urals have accelerated the transition of the fleet to gas motor fuel

Russia (bbabo.net), - The authorities of Yamal are speeding up the transfer of municipal vehicles to gas fuel, and, most likely, this year it will become one of the leading regions. Due to what and thanks to what do they become leaders in this area and what are the prospects for those who are lagging behind?

The simplest criterion for comparison is the number of gas filling compressor stations (GNKS), gas stations, to put it simply. The Tyumen region is still an outsider. In Tyumen, where, in general, the fleet of gas-powered vehicles is concentrated, there are two stations on the outskirts of the city. Until recently, there was one, long queues lined up for her, the drivers were nervous. Last year, a private fuel company announced plans to build 12 methane gas stations at once with a total investment of 1.4 billion rubles - with the hope of "local state support."

Meanwhile, in the regional center, the number of gas-powered buses alone will increase by several dozen in the spring. Tobolsk is launching the first six vehicles on the routes, the local PATP wants to gradually get rid of diesel engines altogether and mount its own GNKS in order not to depend on the departmental refueling of the petrochemical holding.

Enviable rates are shown by the Chelyabinsk region. Last year, 5 specialized stations were put into operation. Now there are 23 of them, and another 21 should appear in the next three years. However, we note that the region is in a privileged position - since 2019 it has been in the register of subjects of the Russian Federation implementing a pilot federal program to expand the gas motor fuel market. This means co-financing of the relevant investment projects of the South Ural business - only 1.3 billion rubles, mainly from the national treasury. However, things are even better in Tatarstan: the filling station network is already represented by 37 GNKS, and by the end of this year, as expected, it will number about fifty. The general investor is Gazprom Gas Engine Fuel.

In Yamal, gas fuel is very actively used by vehicle fleets of fuel and energy companies. There is a separate conversation about corporate transport - we consider municipal public gas stations. Now there are four - in Novy Urengoy, Noyabrsk, Salekhard, Nadymsky district. Three GNCS are being built in Muravlenko, Labytnangi, Salekhard - within the framework of the regional program. Plus two stations in Noyabrsk - on a private initiative. All five are expected to be put into operation by the end of this year. Then there will be nine GNKS workers. Compared to the Chelyabinsk region and Tatarstan, it seems not enough, but in the population is 7-8 times smaller, and there can be no comparison in terms of the number of cars.

The benefits of switching to compressed natural gas are obvious: Yamal bus operators have more than halved their fuel costs

- The Autonomous Okrug has been implementing the project of transferring bus fleets to gas motor fuel since 2018. In the same year, it was successfully carried out in the Nadym region - it served as a launch pad. Over the past four years, passenger ATPs have purchased 70 gas-powered vehicles, in the coming months it is planned to purchase and launch another 53 buses on the line. Without targeted funding for the program, without tools to support entrepreneurs, it would not have been possible to implement it, - says Alexei Sitnikov, Vice Speaker of the Legislative Assembly of the YNAO.

The department of transport and road facilities of the government of Yamal explained that one of the instruments stimulating the development of gas filling infrastructure is the provision of a land plot without bidding. The benefits of switching to compressed natural gas are obvious: bus operators have more than halved their fuel costs, the ministry said. Another obvious advantage is that a methane engine pollutes the air several times less than a diesel one.

- By the way, this year in Yamal is marked by ecology. The increase in the number of vehicles running on gas is a concrete contribution to the implementation of the national project of the same name, - said the chairman of the regional parliament, Sergei Yamkin.

Clean air is, of course, wonderful, but for motorists, the low cost of methane fuel compared to classic fuel is even more important. As long as it, carriers fear, does not rise in price sharply. In turn, investors are not happy with the cheapness of gas - projects pay off for a long time. Therefore, they hope for state participation in one form or another. Not so long ago, several deputies of the Tyumen Regional Duma suggested to their colleagues that they legislate preferences for businesses building GNKS, but they did not find understanding.- We also proposed to exempt owners of passenger cars with a capacity of up to 150 horsepower from transport tax, who decided to switch to gas. It is necessary to stimulate both the expansion of filling networks and the growth in the number of consumers. Otherwise, the gasification of the fleet will be delayed. In my opinion, the experience of the regions, including our closest neighbors, which use various financial and fiscal instruments to accelerate it, should be studied and adopted, Gleb Trubin, a member of the Committee on Economic Policy and Environmental Management, argues.

Roman Pukalov, director of environmental programs at the Green Patrol, an all-Russian public organization, agrees with him. Both entrepreneurs involved in this important business for all citizens, and car owners using ecological fuel should be given preferences, he is convinced. For example, it would be right to reduce the cost of parking for gas cars by at least half, suggests a public figure.

Earlier, Deputy Prime Minister of the Russian Federation Victoria Abramchenko instructed the Ministry of Energy to study the issue of adjusting the volume of gas consumption as a motor fuel in the cities participating in the Clean Air federal project. Among them are Magnitogorsk, Nizhny Tagil, Chelyabinsk.
