“Probably, it can be written as a positive that no matter how hard it is in other areas, there are still certain channels for dialogue. The heads of state are in dialogue, dialogues are underway in other areas,” the presidential press secretary noted. "This is a plus, because just a couple of years ago we had zero dialogue, as such there were no contacts," he added.

“But otherwise, unfortunately, in bilateral relations, we can only talk about the minus. We are at a very, very low point. They actually lie on the floor,” Peskov assessed.
