Russia - Three Russian regions have already introduced a ban on the work of migrants

Russia (bbabo.net), - The Kaluga region suspends its participation in the program for the resettlement of compatriots from abroad, the corresponding decree was signed by the governor Vladislav Shapsha. In addition, in the region, migrants were banned from trading, taxiing, working in catering and recruiting personnel. At the same time, law enforcement agencies began checking the use of Russian language proficiency certificates by foreign citizens.

It all started with the fact that on Friday the head of the region, without warning, raided a multifunctional migration center in the Borovsky district. Full-fledged communication with the first guest who came across did not work: despite the fact that he had a special certificate, he did not speak Russian. "He didn't understand what I was asking him at all! Not a belmes in Russian!" - Vladislav Shapsha was indignant in social networks and immediately turned to law enforcement agencies to start checking documents from those whose certificates are in doubt.

On the same day, the head of the region signed a decree on the suspension of the program for the resettlement of compatriots living abroad. It also introduces a ban on the work of migrants in trade, catering and public transport, including taxis. They closed vacancies in recruitment agencies. Employers have three months to bring cases in line with the adopted document.

Meanwhile, the Kaluga region is not the first region where the activities of foreign workers have been restricted. Since the beginning of this year, migrants have been banned from working in a number of areas in Ugra at once. They are no longer allowed to drive taxis and any other public transport, produce baby food, work in education, trade in alcohol, tobacco and food products. As noted in the government of the region, the document was adopted in order to provide jobs for local residents. And we are sure that this will not affect the labor market of the region. Following Ugra, Alexander Moor, head of the neighboring Tyumen region, signed a similar decree banning migrant labor. In Ugra, meanwhile, imposing fines were introduced. Up to a million rubles for legal entities, officials - up to 50 thousand, and even individuals who hire a migrant, say, a nanny for a child, can pay from two to four thousand rubles. It is indicative that an enterprise cannot take a citizen of another country even as a loader.

- You can't work as taxi drivers, you can go to a construction site, - suggested the head of the Surgut public organization of Tajiks "Vahdat" Faizulo Aminov. - I myself am the deputy head of a construction organization, and 60 percent of our employees are migrants.

Now raids are taking place in the region - they are looking for violators. To restore order, the heads of the diasporas were also attracted to help supervise the migrants.

- Whether or not to refuse the labor of migrants, the answer to this question is very difficult, and the authorities of the regions are well aware of this. It is well known that foreigners work in areas where local residents are extremely reluctant to go. But in difficult economic conditions, the situation is changing: household incomes and earning opportunities are declining, and people may be willing to work two jobs or where they previously did not go because of low wages. And then the authorities, by limiting the employment of migrants, can really provide conditions for the work of the local population.
