Russia (bbabo.net), - Ivanovo region will ask for federal support to replace old elevators in residential buildings. An application is being prepared for the Housing and Public Utilities Reform Assistance Fund, the regional government reported.
Today, 1,418 elevators in high-rise buildings in Ivanovo and other cities need major repairs, and only 95 are included in the regional program until 2024. Repair or replacement of elevator equipment is possible only at the expense of residents, the officials added.
Earlier, the Housing and Utilities Fund has already provided support to a number of regions. For example, the Voronezh region in 2021 was able to purchase about 100 elevators with federal funds. According to the overhaul program, for comparison - two dozen.
The problem is acute throughout the country. The technical regulations of the Customs Union obliges to replace all elevators that have developed a standard service life (25 years) by February 2025. But, apparently, the regions will have time to fulfill the plan by 50 percent at best. According to the expert commission under the Ministry of Construction of the Russian Federation, last year 18.4 thousand elevators were replaced under the overhaul programs in 70 regions. And the total number of lifts that have served their time is estimated at about 100 thousand.
A new elevator costs two to three million rubles. For one house, they may need several. It is not surprising that when planning a major overhaul, this type of work is sometimes shifted into the future, said Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Construction and Housing and Public Utilities. According to her, the most difficult situation is in those houses that accumulate mandatory contributions on special accounts. While it is possible, figuratively speaking, to borrow money from neighbors when collecting for a common pool (at the expense of the regional overhaul fund), here people simply do not have enough money.

The Commission on Elevator Economy under the Ministry of Construction of the Russian Federation named 11 regions where the pace of renovation of lifts inspires the greatest concern. In the Samara, Ulyanovsk and Yaroslavl regions, every second elevator has worked out its term. In Kursk and Smolensk - every fourth, in Ivanovo there are already about 40 percent, said the chairman of the commission, the general director of the Russian Elevator Association, Pyotr Kharlamov.
