Russia (bbabo.net), - Industrial production index in the Khabarovsk Territory rose by 7.3 percent over the past year, while the average growth in Russia was 5.3, and the target for the region was set at around 3 .5 percent. The government of the region emphasized that such an achievement is a serious proof of the right path for the development of the region.

“The accelerated rise of the Far East is a task set by the President of Russia,” recalled the head of the Khabarovsk Territory, Mikhail Degtyarev. - The key focus of the region's development program is shifted to the formation of a decent and comfortable environment for life. To do this, we will need large investments in the modernization of social infrastructure, education, healthcare, culture, sports, social services, and urban environment projects.

The development of the economy, the launch of new enterprises and industries, the increase in their turnover and profits will allow us to achieve what we have planned. As part of the Acceleration of Economic Growth project, the task was set to double the gross domestic product and bring it to 1.7 trillion rubles by 2026. It is also enshrined in the flagship initiative "Interesting work, decent salary."

The project itself consists of four main blocks: "Forced Development of Key Industries", "Growth in Production Efficiency", "Investment Projects" and "Promotion of Investment Export Potential".

- We also call the first block "Industry afterburner". The main drivers in the GRP structure have been identified - industry, agriculture, forestry, fisheries and construction, trade, catering, transport, communications, social block and public administration, - listed the first deputy chairman of the government of the Khabarovsk Territory Maria Avilova. - In addition, there are six other industries that we consider promising drivers. These are tourism, gas processing, cable production, cement production, hydrogen production, and biotechnology. They can have a multiplier effect on economic growth. And the next key task for February is the approval of all plans for the development of industries.

The next block of work - "Growth in production efficiency" - is associated with an increase in labor productivity.

- Of all the projects aimed at developing the real economy, the national project "Labor Productivity" is the only non-capital-intensive project in its content. Collaboration with enterprises of our region, the Federal Competence Center gives positive results. Among them, in addition to optimizing production processes - and improving the working microclimate, and additional encouragement of people for their work, - said Deputy Prime Minister of the region - Minister of Economic Development Viktor Kalashnikov.

Much has already been done in this direction. A regional competence center has been created, a process factory has been opened, 12 agreements have been concluded with enterprises, and the first two lean manufacturing projects have been implemented. In particular, the plant "Dalenergomash" managed to increase the level of income of employees after only six months of participation in the implementation of the national project. The company is preparing an application to the Industrial Development Fund for lean manufacturing projects. In the near future, it is planned to launch a new training module - "Performance Leaders" in the region.

Economic growth is impossible without financial investments and, accordingly, without the initiation and implementation of investment projects.

- Five centers of economic growth and a package of investment projects estimated at seven trillion rubles have been identified. Of these, 130 worth 2.5 trillion are under implementation and at a high degree of readiness. These projects are expected to create 40,000 additional jobs, - said Mikhail Degtyarev.

In addition, the regional government's portfolio contains about ten large-scale initiatives worth about 4.5 trillion rubles with a very serious potential. Among them are the Nimanskaya hydroelectric power station in the Verkhnebureinsky district, the Tugurskaya tidal power plant in the Turugo-Chumikansky district, and the Selikhin-De-Kastri railway. These promising projects can give a powerful impetus to the development of the economy of the Khabarovsk Territory.

Implementation of investment projects is impossible without infrastructure support. Currently, such support is being provided in the Khabarovsk Territory: these are territories of advanced socio-economic development, new investment projects, and an infrastructural budget loan.

As part of the ASEZ "Khabarovsk", "Komsomolsk" and "Nikolaevsk", 75 agreements with residents were concluded in the region. The total investment in infrastructure until 2025 is about six billion rubles.

The Governor of the Territory set the task of entering the top twenty of the leading subjects in terms of the attractiveness of the investment climate. An important block of work will be the introduction of a regional investment standard- At the same time, the technology of work has completely changed since this year. The powers for the construction of facilities and structures that ensure the successful implementation of investment projects within the framework of the PDA have been transferred to the regional authorities, Maria Avilova explained. - 1.43 trillion rubles have been allocated to the region for these purposes. Of these, only this year we have to master 986 million. Therefore, our immediate task is to prepare a resolution on the provision of subsidies to the management company TOR "Khabarovsk", which will act as the main developer for these facilities.

As for new investment projects, five agreements have already been signed - with the Brosko company (construction of a water park), the Remstal enterprise, Pravourmiyskoye LLC, the Khabarovsk airport and the Khabarovsky greenhouse complex. They are supported by the restructuring of the budget loan.

The Governor of the Khabarovsk Territory has set the task of entering the top twenty leading regions in terms of the attractiveness of the investment climate. An important part of this work will be the introduction of a regional investment standard. The region is included in a group of 30 pilot regions in which this new mechanism will be tested.

- Our economy has fully recovered to pre-pandemic levels and exceeded it. But without the participation of local governments, it will be difficult to cope with the task of accelerated development of the Khabarovsk Territory, Mikhail Degtyarev pointed out. - Mayors, heads of districts, municipalities should see their place in all flagship projects.
