For Donbass, the import ban will not apply to agricultural products, raw materials and food. The origin of goods is confirmed by certificates "issued by authorized bodies (organizations) actually operating in the territories of certain regions of the Donetsk and Lugansk regions of Ukraine." In addition, food products and industrial goods from the Donbass are allowed for state and municipal purchases.

The head of government also established a list of automobile checkpoints on the Russian border, through which the movement of goods from Donbass and to Donbass will be carried out without quantitative restrictions. These are Donetsk, Novoshakhtinsk, Gukovo, Veselo-Voznesenka, Matveev Kurgan and Kuibyshevo.
