Peskov announced Zelensky's unwillingness to comply with the Minsk agreements

Statements by Ukrainian President Volodymyr Zelensky indicate that he cannot, does not want and is not going to implement the Minsk agreements. This was announced on the TV channel "Russia 1" by the press secretary of the President of the Russian Federation Dmitry Peskov.

“Putin at the moment has every reason not to consider President Zelensky as a person who is ready, able and willing to implement the Minsk Package of Measures,” he said.

Peskov stressed that the settlement of the conflict in the south-east of Ukraine should be discussed by the authorities in Kiev and representatives of the self-proclaimed republics of Donbass, and Russia is not a party to the conflict. According to him, this is the problem.

“They don’t want to understand this,” concluded the press secretary of the Russian president.

The armed conflict in eastern Ukraine began in 2014 after the residents of Donbass refused to recognize the new government after the coup d'état in the country. In 2015, the leaders of the Normandy Four countries agreed on measures to implement the Minsk agreements adopted on September 19, 2014. In the same year, Ukraine adopted a law on the special status of Donbass, but it never entered into force.

The first Minsk agreements on the settlement of the conflict in Donbass were approved in September 2014. They were signed by representatives of Ukraine, Russia, the Organization for Security and Cooperation in Europe (OSCE) and the heads of the self-proclaimed DPR and LPR.

A year later, the second Minsk agreements were created. They were approved by Russia, Ukraine, Germany and France.

The agreements, in particular, require the parties to the conflict to cease fire and withdraw heavy weapons from the line of contact. Kiev should also legally recognize the special status of Donbass. Russia has repeatedly accused Ukraine of breaking the agreements and unwillingness to fulfill them. In particular, Kiev does not want to discuss anything directly with representatives of the DPR and LPR, although the agreements provide for such a dialogue.

Earlier, Peskov said that the daily exercise of announcing a "date for Russia's invasion" of Ukraine could be detrimental.
