When deciding to recognize the DPR and LPR, Vladimir Putin called on the parliament to support it and ratify the treaty of friendship and mutual assistance with both republics. On Tuesday, the agreement was first considered by the State Duma, and then by the Federation Council.

The deputies specifically stipulated that the laws come into force immediately after publication, that is, on the day of ratification on February 22. This amendment was made during the plenary session. Recall that the agreements themselves were signed the day before - together with a presidential decree on the recognition of the republics.

The documents provide that:

- each of the parties will grant the right to build and use by its armed forces military bases and facilities on its territory;

- the protection of the borders of the DPR and LPR will be carried out by the joint efforts of the republics and the Russian Federation - a separate agreement will be concluded on this issue;

- Russia will take measures to support the financial and banking systems of the republics, based on the fact that the Russian ruble will be the means of payment on their territory;

- in the future, measures will be taken to integrate energy, transport and telecommunications systems;

- the parties recognize the documents issued by each other's authorities;

- Measures will be taken to unify civil, tax and pension legislation;

- the rights of national minorities, their identity will be protected.

The official representative of the President, Deputy Foreign Minister of the Russian Federation Andrei Rudenko noted that the agreement provides for cooperation in terms of protecting sovereignty, territorial integrity and ensuring security.

However, he emphasized that Russia, at the same time, stands for the peaceful resolution of any conflicts, including the settlement in the south-east of Ukraine. "It seems to us that today's decision will contribute to just such a peaceful scenario. We hope so," the deputy minister said. He added that Russia is determined to continue the dialogue with European countries on the situation in Ukraine.

State Duma Chairman Vyacheslav Volodin also drew attention to the fact that the ratified agreements are designed to end the war and prevent a humanitarian catastrophe. This is the only way to protect people, to bring peace, the speaker is sure.

"Colleagues, I want to emphasize once again that this is a strategic decision not only for our country, for the whole world. By yesterday's decision, our president stopped the war... And this is not a question of territory, it is a question of the life and health of millions of citizens," said Viacheslav Volodin addressing colleagues.

Of course, the West will react by imposing restrictions. But when it comes to possible sanctions against Russia, it is important to understand that they would have been in any case if this decision on the recognition of the DPR and LPR had not taken place, the Chairman of the Duma is convinced.

"On the agenda of our meeting is an important, largely historic decision, on which the fate of millions of residents of Donbass - Russians, Russian-speaking Ukrainians - people who feel like part of our big nation, sincerely believe in Russia, that Russia will never leave them and will let you down," Valentina Matviyenko, chairman of the chamber, addressed her colleagues.

She noted that for eight years these people lived in constant fear under the blockade by Ukraine, which "declared war on its own citizens." According to Matviyenko, all this became a punishment for the residents of Donetsk and Lugansk by Kiev because "they did not support the bloody coup d'état, because they remained true to their traditions."

The legislator drew attention to the fact that the inhabitants of Donbass have to be protected not only from radical nationalists and the authorities of Ukraine condoning them, but even from Europe, "united in the NATO system." She assured that Russia would do everything to provide assistance to the residents of the DPR and LPR, restore the economy of the republics, and solve social issues.
