On February 21, the heads of the self-proclaimed Donetsk and Lugansk People's Republics, Denis Pushilin and Leonid Pasechnik, asked Vladimir Putin to recognize the independence of the DNR and LNR. After that, the president gathered the Security Council of the Russian Federation and proposed to consider this issue. At the meeting, all those present spoke in favor of recognizing the independence of the DPR and providing assistance to the Donbass.
