In the EAEU countries, the implementation of the agreement on the use of navigation seals (NA) will begin in a pilot mode. Such an agreement was reached at the meeting of the Eurasian Intergovernmental Council held in Nur-Sultan (Kazakhstan). The event was attended by the heads of the Cabinets of five states of the Eurasian Economic Union.

As First Deputy Chairman of the Government of the Kyrgyz Republic Arzybek Kozhoshev told journalists, the issue of the agreement was considered quickly, practically without discussion. As he noted, the use of navigation seals for cargo transportation is a good project. When exactly its implementation will begin, the deputy chairman did not specify.

- We have enterprises interested in the supply of navigation seals. Now I can't say which ones. Everything will depend on the price. We will try to make it low, - said Arzybek Kozhoshev.

The importance of the agreement for Kyrgyzstan is evidenced by the fact that this issue is on the list of priorities for the republic as the chairman of the EAEU in 2022. Local producers are interested in entering the Russian market. However, the country does not share a common border with a major trading partner. To get to the Russian counters, products from the Kyrgyz Republic must go through the territory of Kazakhstan (RK).

The latter, in turn, is trying to reduce the flow of smuggled goods that seep through the southern borders. The consequences of this policy are being felt by Kyrgyz freight carriers, who often have to face the barriers they face when crossing the border. Every six months, the media report another large congestion of trucks entering Kazakhstan at checkpoints.

It is worth noting that at the end of 2021, the Kyrgyz Republic and the Republic of Kazakhstan reached an agreement on new rules for the transportation of goods from Kyrgyzstan through the territory of the neighboring republic to Russia. The relevant agreement was signed by the State Tax Service of the country and the State Revenue Committee of the Ministry of Finance of Kazakhstan.

According to the new rules, when entering the Republic of Kazakhstan, vehicles on a voluntary and free basis were hung with the very navigation seals that allow tracking the movement of vehicles in real time. As the Deputy Minister of Economy and Commerce of the Kyrgyz Republic, Eldar Alisherov, assured, the Kazakh side should not have carried out inspection and control measures for such trucks when they were moving through the territory of the Republic of Kazakhstan to Russia, as well as in the opposite direction.

But at the same time, according to him, when entering Kazakhstan, Kyrgyz exporters were required to have electronic invoices for export transactions. "If there are no such documents, then the cargo is returned to Kyrgyzstan," the deputy minister said.

The implementation of this project also took place in a pilot mode and ended in mid-February 2022. Only six companies supplying alcohol and tobacco products took part in it. The Ministry of Economy and Commerce of the Kyrgyz Republic is not yet talking about the results.

Some time ago, the board of the Eurasian Economic Commission (EEC) called a special attitude towards trucks entering Kazakhstan from Kyrgyzstan a barrier on the EAEU domestic market and called on the government of the Republic of Kazakhstan to cancel excessive controls on goods imported from Kyrgyzstan.

The EEC asked Kazakhstan to speed up and simplify the procedures for passing vehicles across the state border, exclude all types of control that are not provided for by the regulatory framework of the union, and provide "green corridors" for perishable, seasonal goods and food.

At the same time, the board "expressed concern about the large number of problems associated with the movement of goods across the borders of the EAEU states, which are of a systemic nature and require an integrated approach to their solution."

To do this, it was proposed to create a working group of representatives of the EAEU member countries, which was supposed to develop a "road map" for "systematic elimination and prevention of obstacles to the movement of goods across the borders of the Union countries, including through information exchange between states in the tax and customs spheres" .

The trade turnover between Kyrgyzstan and Russia last year increased by 47 percent and approached $2.5 billion. This was stated at a meeting with the Chairman of the Cabinet of Ministers of the Kyrgyz Republic Akylbek Zhaparov by the head of the government of the Russian Federation Mikhail Mishustin.

According to him, the Russian Federation values ​​the established strategic relations with the republic, based on the centuries-old friendship of their peoples.

- Bilateral trade, economic and investment cooperation is developing dynamically. Cooperation in the humanitarian sphere is expanding. There are prospects for the implementation of joint projects in such areas as industry, mechanical engineering, radio electronics, digital economy, green energy and transport, Mikhail Mishustin emphasized.
