Tokayev announced a new form of government in Kazakhstan

Russia and the CIS (bbabo.net) - Kazakh President Kassym-Jomart Tokayev has set the task of completing the transition from a super-presidential form of government to a presidential republic with a strong parliament.

“Today, literally everything is limited to the president, and this, I think, is wrong,” the head of state said.

He noted that this step is necessary to achieve an optimal balance between the institutions of power and the stable development of the state.

At the same time, Tokayev initiated the consolidation at the legislative level of a norm prohibiting the president from being a member of the party during his tenure in power.

In addition, he announced a decision to reduce the presidential quota in the Senate of Parliament to 10 deputies from the current 15.

Another initiative of Tokayev was to give the elections of regional akims an alternative character. In his opinion, the law should spell out the right of the head of state "to propose, on an alternative basis, at least two candidates for the positions of akims of regions and cities of republican significance."

At the same time, the mazhilis, as Tokayev noted, should have the right to pass laws, and the senate should decide on their approval.
