Housing for 110 thousand people will be built in Sevastopol

Russia (bbabo.net) - The City Council of Sevastopol has allocated six large plots for housing construction. These are former industrial and agricultural territories, where it is planned to settle more than 110 thousand people.

More than 3.1 million square meters of housing will be built on these lands, of which 270 thousand squares are standard (service) apartments, which developers must transfer to the city for provision to those on the waiting list.

Urban planning analysis and the search for areas for development were carried out by a contractor under a contract with the government of Sevastopol, for this, 89 million rubles were allocated under the federal target program for the development of the peninsula. Houses will be built by private companies, and the city will take over social facilities, engineering networks and roads. The new quarters will need 30 kindergartens, 14 schools, six clinics, about 20 sports and cultural facilities. Sevastopol will ask for funds for their construction from the federal budget.

Officials estimate that it is more profitable for the city to build social facilities and infrastructure than to buy housing from a developer. Moreover, in recent years this process has stood still: it has not been possible to buy apartments for beneficiaries because of the constant rise in prices on the market.

The authors of the town-planning concept drew attention to the fact that with an area of ​​Sevastopol of 864 square kilometers, the central urbanized part occupies only 160, of which 33 percent are residential buildings. 80 percent of residential areas are occupied by private houses and summer cottages, 20 percent - by high-rise buildings.

The vice-governor of Sevastopol Nikolai Gordyushin believes that the city should become more compact. He compared the building density of the central part of Sevastopol with Moscow and Barcelona, ​​where the population density is 4-6 times higher. According to him, in an ideally compact city, the density should be about 15 thousand people per square kilometer. According to the estimates of the authors of the project, Moscow with 12 thousand people per square kilometer is slightly below this figure, and in Sevastopol it is 2.5 thousand.

“Compact cities are effective in terms of reducing the cost of engineering infrastructure, this is a global trend,” says Gordyushin. - Sevastopol, taking into account the relief, is unlikely to reach a density of 15 thousand people per square kilometer, but you can strive for this.

The plots selected for development are privately owned and will be developed under integrated territorial development projects (CDT). Five of them are located in urban areas and one in a rural area outside the city.

The site in the Molochnaya Balka area occupies 147.5 hectares of the former industrial zone. It is closest to the center of Sevastopol. Two plots with a total area of ​​188 hectares - near the memorial complex on Sapun Mountain. This is the agricultural land of the former state farm "Sevastopolsky". Two more sites are located on the periphery of urban development, in the area of ​​the 6th and 7th kilometers of the Balaklava highway, also on agricultural land. The largest, with an area of ​​268.2 hectares, is located on the North Side, near the village of Mekenzievy Gory, on the lands of the Sofia Perovskaya state farm. There, in addition to the construction of 914 thousand square meters of housing, they propose to build a government quarter and relocate the city government in order to relieve the historical center of Sevastopol. In the future, the microdistrict will be connected to the center by a city train.

The developers of the concept also proposed for building the seventh section "Krasnaya Gorka" near the landscape park Maksimova dacha. However, the City Council did not approve it. They decided to reserve the land for the creation of a park zone.

The territories will be built up in stages. According to Nikolai Gordyushin, they will be the first to master the 6th and 7th kilometers of the Balaklava highway, then Molochnaya Balka, the Northern section and Sapun-Gora.

There are problems with the allotments. Agricultural land should be transferred to the category of residential development - this will be done according to a simplified procedure within the framework of the transition period, which allows Crimea and Sevastopol to deviate from some of the norms of the Urban Planning Code of the Russian Federation. On the site near Molochnaya Balka, housing construction is limited by the order of the Ministry of Culture of the Russian Federation on the landmark "Ancient city of Tauric Chersonesos and the fortresses of Chembalo and Kalamita". To amend the order, it will be necessary to prepare a historical and cultural expertise, hold public discussions, which will take at least six months. On the North Side, it is necessary to reclaim the old landfill for household waste, it will take 5 years (it was decided to build on vacant land, and to set up a park on the site of the landfill after reclamation).With the commissioning of new quarters, Sevastopol may not have enough water. New quarters will require 38 thousand cubic meters per day, and now the city consumes 130-180 thousand. It is assumed that the additional volume will appear after the repair of water supply networks - water losses will be reduced by 20 percent, which will save 30 thousand cubic meters per day. Another 10 thousand cubic meters will be saved after the construction of a block for the reuse of industrial water at the Yuzhnye sewage treatment systems.

The second danger is garbage. Now Sevastopol produces 200 thousand tons of solid waste per year, and residents of new quarters will add another 50 thousand tons. The only landfill in Pervomaiskaya Balka is already overcrowded. The city authorities hoped to attract private investors to the construction of a waste-processing complex, but for three years there were no volunteers. The city expects to receive federal funding.

In addition, there will not be enough jobs for the new residents of Sevastopol. According to the authors of the concept, 20 thousand jobs will be created in the new quarters in social, shopping and entertainment facilities. Another 14 thousand new jobs will appear if the most optimistic plans for the development of the Sevastopol economy are implemented. Total 34 thousand jobs for 110 thousand new residents.

The KRT projects will start after the approval of the Rules for Land Use and Development of Sevastopol, which are to undergo public hearings.
