Kyrgyzstan proposes to introduce punishment for violating the rules of the EAEU market

Asia (bbabo.net), - The Prime Minister of Kyrgyzstan Akylbek Zhaparov, at a meeting of the Intergovernmental Council of the EAEU countries, made a proposal to introduce punishment for those who violate the rules of the association's market. This was announced today, August 26, by IA 24.kg.

“Today, there are problems in the Eurasian Economic Union that impede the development of integration. This requires us to take decisive action, especially in the removal of barriers,” Zhaparov said.

He recalled that in his address to the heads of state in early 2022, the chairman of the Supreme Eurasian Economic Council, President of Kyrgyzstan Sadyr Japarov, outlined a number of tasks and directions, including ensuring the four freedoms in the union. At a meeting of the Supreme Eurasian Council in Bishkek in May 2022, the heads of state of the union also noted the issue of removing barriers in the domestic market as priorities.

According to Akylbek Japarov, the rules for the free movement of goods, services, labor and capital should be clear, understandable and enforceable.

“There is a need to develop and implement measuresponsibility for violation of such rules. In particular, it is necessary to fully implement and strengthen the competence of the Eurasian Economic Commission, which today is the only body in the union that monitors the implementation by member states of the right of the union. In fact, it is the arbiter of our disputes in matters of trade in goods and services, the movement of capital and labor resources. Mechanisms for removing barriers should make full use of the competence of the union court,” he said.

The Prime Minister of Kyrgyzstan proposed to introduce instruments of responsibility and imposition of penalties for violations of the general rules for the functioning of the internal market.

“Our economic union should be an example for other associations in the issue of the functioning of the internal market. Therefore, I propose to intensify work in this direction and prepare proposals, taking into account the need to change the legal framework of the union for the next meeting of the Supreme Eurasian Economic Council, which is scheduled for December 2022 in the capital of Kyrgyzstan in a face-to-face format,” Akylbek Zhaparov concluded.
