And with the dominance of economists and political scientists in our country, the issues of replacing smart heads were practically not solved. In the same Zhukovsky, by the beginning of 1995, compared with 1989, the number of scientific and technical personnel no longer exceeded 40 percent.

Leaving under a contract for the same USA, many people of science did not return. Also in NATO countries, our scientific developments were successfully implemented, which for one reason or another ended up behind the cordon.

A logical question: what did our science cities do? No less logical answer: all military equipment that is fighting or on which they are fighting all over the world is their merit. Many technical discoveries were laid down in our current defense industry back in the years of the USSR.

Who does not know today Skolkovo, the largest innovation center in Russia? To put it mildly, there is an ambiguous attitude towards him in the country. Nevertheless, officialdom reports that the center plays a significant role in strengthening the foundation of the national economy — start-ups that develop business with the support of Skolkovo supply domestic high-tech products for industry, medicine, transport, information technology and many others.

By the way, Chubais' Rusnano was a great partner of this science city, our pride in the field of national innovation policy. They have Silicon Valley, we have the Skolkovo Center. In one place brains and money. There is money, but, judging by Russian realities, brains do not help us today.

If they have not provided us with import substitution for a quarter of a century, we are unlikely to get a big breakthrough in this direction before the New Year. Yes, and economists of the new formation could put on berets. You also need to be able to ruin the enemy's economy.
