QR codes and telemedicine: what the Tyumen governor told about on a direct line

Russia (bbabo.net) - The Governor of the Tyumen Region Alexander Moor received more than 1.3 thousand questions on the eve of his direct line with the residents of the region, and in 1.5 hours he managed to answer 67 of them. All the rest will fall into the work of specialized departments. The most frequent topics of restrictions due to the spread of the new coronavirus infection and the widespread availability of medical services appeared in the requests received through various communication channels, from phone calls and e-mail to Odnoklassniki and Instagram.

First of all, the head of the region turned to the block of questions and comments from the population on the pandemic.

- Most often, opponents of vaccinations and QR codes call these measures segregation. I fundamentally disagree with this, since segregation is the forced separation of residents on a social basis (for example, race, nationality), which a person himself cannot change. Vaccination is about something else, ”said Moore. - You cannot treat codes in isolation from the entire system of measures to combat coronavirus. The code is just one of the measures, moreover an emergency and, I hope, temporary. It was introduced when the others were no longer considered effective - the peak incidence in the Tyumen region fell on the end of October and the beginning of November, and from the 8th we began to gradually introduce codes. For me, the figures for occupied beds in mono-hospitals, fellow countrymen who are in intensive care and who died ... Together with other decisions and actions, the codes still gave a result.

The governor gave the most recent data on the number of vaccinated. So, to date, the first component of the vaccine has been supplied by 977 thousand adult residents of the region, and 909 thousand have been fully vaccinated. Yes, the vaccine does not guarantee one hundred percent safety, the head of the region clarified, but the vaccinated get sick less often and several times easier (only 2.5 percent of Tyumen residents who received the drug have become infected again), and the mortality rate among this category is significantly lower (0.03 percent).

Alexander Viktorovich focused the attention of the viewers of the direct line on such moments as restrictions in the registry offices (no more than 10 people are still allowed to attend the wedding ceremony, and they will not enter a pass using QR codes, because the committee provides 12 more government services, and a large number of guests at registration is fraught with outbreaks of illness) and a ban on parents from attending New Year's parties in kindergartens (just the same it is irrelevant if moms and dads have a so-called "health passport").

There were questions about queues at polyclinics, a shortage of narrow specialists, and refusal of patients to receive routine care due to a pandemic.

- We have no restrictions on the provision of routine medical care - we work as usual. But many specialists are involved in the fight against the spread of COVID-19, so the number of doctors in the field is naturally limited. Please treat this with understanding. I am sure that with a decrease in the growth of the number of cases, the health care system will quickly return to its former course, - added Alexander Moor.

To solve the problem with a small number of doctors in hospital No. 3 in Tobolsk, they are going to organize in January 2022 a mobile team from among the teachers of the Tyumen Medical University. In the very near future, according to the governor, a cardiologist, an ENT specialist, a dentist and an ultrasound doctor will come to work in the renovated branch of the Tyumen polyclinic No. 6 in the village of Antipino. The "sixth" itself will wait for repairs - the development of design and estimate documentation is being completed, then the state examination procedure for the facility will start, then funds will be allocated and a thorough renovation of the city health center will begin. By 2025, an outpatient clinic will be built in the village of Lugovoye, Tyumensky District.

- It is impossible to build or repair everything at once. We will do it in stages, but very persistently, - promised Moore.

For special control, he took a comment about the poor-quality operation of the mobile application for making appointments with patients.

- For several years we have been closely engaged in digitalization and automation of the healthcare sector. We did a lot. We must think about making resources convenient for both doctors and patients. If the system does not function, then the government as an administrator of this process simply failed ... People should be as comfortable as possible, ”the governor commented.

In addition, he asked the Department of Healthcare to present a decision on the allocation of the necessary funds to provide every small resident of the region with diabetes mellitus with a continuous glucose monitoring device. Note that taking into account the cost of this device per year, about 250 thousand rubles are required for one child - a serious amount.

- Caring for the health of children is our sacred duty. This issue must be resolved as quickly as possible, ”stressed Alexander Moor.

By the way Over the nine years of the "Zemsky Doctor" and "Zemsky Feldsher" programs, more than 900 medical workers have moved to live and work in the villages of the Tyumen Region. This year, the agricultural zone of the region received 46 doctors and 35 mid-level medical workers.
