Caucasus (bbabo.net), - The Parliament of the unrecognized Nagorno-Karabakh Republic (self-name Republic of Artsakh) issued a statement in connection with the "events of recent months, statements and positions voiced by various power centers and international organizations regarding the prospects for the settlement of the Azerbaijani-Karabakh conflict and the future of Artsakh. As noted in the document, these events and statements "caused serious concern both in Artsakh and among Armenians around the world," writes the Armenian edition of VERELQ.
“The National Assembly of the Republic of Artsakh, expressing the united will of the people of Artsakh, in this fateful period considers it necessary to state and convey to the world community the following:
- Artsakh has never been and will never be part of an independent Azerbaijan. It is this principle that should underlie the settlement of the Azerbaijani-Karabakh conflict;
- Any attempt to forcibly annex Artsakh to Azerbaijan will be regarded as a gross violation of international law and official consent to commit a new genocide of the Armenian people, therefore, documents of such content are unacceptable for the Republic of Artsakh.
Confirming that one of the key foundations of our successes, achievements and state building is the Armenia-Artsakh-Diaspora trinity, the National Assembly of the Republic of Artsakh declares:
- No authority of the Republic of Armenia has the right to refuse the mission of ensuring the security of the people of Artsakh or recognize as acceptable any document that calls into question the existence of the sovereign Republic of Artsakh. We demand that the authorities of the Republic of Armenia act on international platforms from the standpoint of defending the common interests of the two Armenian republics, relying on the existing fundamental documents, in particular, on the Declaration of Independence of the Republic of Armenia and the historic decision of the Supreme Council of July 8, 1992;
– We call on the Armenians of the whole world to continue to support Artsakh, to protect the rights and interests of the people of Artsakh in various countries and international organizations, and to contribute in every possible way to the international recognition of the Republic of Artsakh;
– The Republic of Artsakh stands for lasting peace and, therefore, supports steps aimed at signing a peace treaty, however, given the unsettledness of the Azerbaijani-Karabakh conflict, the authorities of the Republic of Armenia should approach the issue of recognizing the territorial integrity of the Republic of Azerbaijan with reservations;
- Any documents and proposals that cast doubt on the sovereignty of the Republic of Artsakh, our right to self-determination and the fact of its implementation are unacceptable to us, since this does not reflect historical and legal realities. The world community is obliged to respect the demand of the Armenians of Artsakh, which is in line with the fundamental norms and principles of international law;
– Taking into account the historical role of Russia in ensuring peace and stability in our region and, in particular, the direct and effective participation of the President of the Russian Federation V. Putin in ending the 44-day war unleashed in 2020 by the aggressor country Azerbaijan, we appeal to the Russian Federation with with a request to continue fulfilling the undertaken obligation to ensure the security of the people of Artsakh. Given the real existential danger threatening the people of Artsakh, we propose to introduce additional political and military mechanisms in order to strengthen security;
“Our struggle is continuous, our position is unchanged, it expresses the united will of the people of Artsakh and fully reflects the principles set out in the statement of the National Assembly of the Republic of Artsakh dated April 14, 2022.”
It should be noted that a meeting of the leaders of Azerbaijan and Armenia is scheduled for tomorrow in Sochi through the mediation of Russian President Vladimir Putin. According to some reports, the Russian leader will hold a separate meeting with Armenian Prime Minister Nikol Pashinyan and President of the unrecognized NKR Arayik Harutyunyan.
Speaking at the plenary session of the Valdai Discussion Club on October 27, Putin stated that Russia's position is as follows: a peace treaty between Baku and Yerevan is necessary. Russia, Putin said, supports the process of a peaceful settlement, as well as the delimitation of the border and the complete resolution of border issues. At the same time, according to him, the Washington version of the peace treaty provides for the recognition of Azerbaijan's sovereignty over Karabakh. “What kind of settlement option to choose is the business of Armenia, the Armenian people and the Armenian leadership,” the Russian President stressed. At the same time, he added that "if the Armenian people and the Armenian leadership believe that Karabakh has some specific features and these features should be taken into account in a future peace treaty, this is also possible."
