The State Duma at a plenary session on Tuesday will hear a speech by Cuban President Miguel Diaz-Canel, and will also consider a draft resolution on the State Duma's statement in connection with the execution of Russian prisoners of war by the Armed Forces of Ukraine. In addition, the deputies will discuss the draft ratification of the agreement on promoting the socio-economic development of Abkhazia for 2022-2025.
The plenary session of the State Duma will begin with a speech by the leader of Cuba. Diaz-Canel arrived in Moscow on an official visit on the evening of November 19th. On Twitter, he wrote that he was "always pleased to return to Russia", with which Cuba has excellent political relations, adding that this visit "will allow us to discuss issues vital to Cuba and strengthen exchanges in areas of mutual interest." The Kremlin press service reported that Russian President Vladimir Putin will hold talks with the Cuban leader on Tuesday.
The deputies will also consider a draft resolution on the statement of the State Duma "In connection with the execution of Russian prisoners of war by Ukrainian nationalists." The document was submitted to the Chamber on November 21. It states that the deputies "indignantly accepted the message about another bloody crime of the Kyiv regime - the execution of Russian soldiers who were captured."
In the draft statement, the State Duma deputies call on the parliaments of the world's states to condemn the crimes of the Kyiv regime, to promote the prosecution of the direct perpetrators and their patrons. As the parliamentarians emphasize, the deliberate killing of prisoners of war "is a flagrant violation by Ukraine of international humanitarian law, including the Geneva Convention on the Treatment of Prisoners of War of 1949, and international human rights norms."
The draft also notes that the State Duma decides to send the document to the President of the Russian Federation, the Federation Council, the Cabinet of Ministers of the Russian Federation, the Inter-Parliamentary Union, the Parliamentary Assembly (PA) of the Collective Security Treaty Organization, the CIS Inter-Parliamentary Assembly, the Parliamentary Assembly of the Council of Europe, the PA of the Organization for Security and Cooperation in Europe , the parliaments of the UN member states.
The State Duma will also consider a draft ratification of the agreement between Russia and Abkhazia on promoting the implementation of the state program for the socio-economic development of the republic for 2022-2025. The Cabinet of Ministers of the Russian Federation submitted the document for ratification to the Duma on November 10, the agreement was signed by the parties on August 4.
