State Duma deputies go on vacation. For several months of the autumn session, they adopted 143 laws. On the last day of the session, parliamentarians canceled the inspection, allowed the blocking of some sites, and also approved a number of changes in the financial sector. The State Duma has completed its autumn session. It became the first for the VIII convocation of deputies. According to the speaker of the lower house Vyacheslav Volodin, the parliamentarians adopted 143 laws during the session. More than a third of them are socially oriented.

“86 laws - and this is 60% of those adopted - are supported by all factions, this level is quite high. We are just starting work, but even these first steps show that we can combine opportunities with you, we can come to an agreement, ”said the Chairman of the State Duma.

The next session will begin after New Year's holidays, January 10, and will run until July 31, 2022.

On its last working day this year, the State Duma passed several laws at once.

Notes for motorists

Russian deputies have canceled the obligatory regular technical inspection of personal vehicles (cars, motorcycles), if no changes have been made to its design. Vehicles that are used to transport passengers, including taxis, must undergo an annual maintenance procedure. The procedure will also remain for cars and motorcycles over four years old when they are sold and registered.

But for repeated (more than two times) malicious violations, drivers will now face a fine of up to 500 thousand rubles or imprisonment for up to three years - the corresponding law was also adopted on December 22. Such violations mean exceeding the speed by more than 60 km / h, driving into an oncoming lane in the wrong place or onto tram tracks of oncoming traffic. Parliamentarians supplemented the Criminal Code of the Russian Federation with a new article 264.2.

The preliminary investigation of such cases will be carried out in the form of an inquiry. The district court will consider criminal cases.

Changes in the financial sector

MPs adopted two laws of social orientation. Thus, the State Duma has adjusted the conditions for the payment of bonuses to officials - now they can be encouraged not only for the performance of certain tasks, but in general “for the conscientious performance” of duties.

In addition, now it will not be possible to write off social payments to pay off the debt of Russians on consumer loans. To carry out such a procedure, banks need to obtain additional consent from the borrower separately for each such payment.

The bill was developed by deputies from the United Russia faction after Russian President Vladimir Putin called on parliamentarians to protect the country's citizens from automatic payments through social payments.

According to the speaker of the head of the State Duma, the provisions of the law are retroactive for money that has been credited to the account since January 1 of this year. Volodin stressed that the norm applies not only to one-time payments that are appointed by the president or the government, but also to other types of social assistance. If the borrower has previously agreed to write off funds, he can contact the bank within two weeks and return his money.

Internal Affairs Agencies

Parliamentarians have also adopted a law according to which law enforcement officers and retirees can expect to improve their living conditions.

Prime Minister Mikhail Mishustin previously explained that those in need of housing can choose: get them money or a ready-made apartment. The official stressed that those dismissed from service for health reasons or due to layoffs will be able to receive payment for the purchase of housing. Ministry of Internal Affairs pensioners, whose work experience is more than 25 years in internal organs, can continue to use service housing while they are waiting for a new apartment.

Housing will also be provided to those employees of the Ministry of Internal Affairs who, before March 2005, were registered as needing an apartment in other localities.

But, according to Deputy Interior Minister Igor Zubov, the very fact of service in the internal affairs bodies is not a reason for the allocation of departmental housing.

During the preliminary investigation, investigators and interrogators will now be able to conduct interrogations and face-to-face confrontations in a remote format, that is, in the videoconferencing mode - video conferencing, if they have the appropriate capabilities.

Within a day after these procedures, the employee who performed them must send the protocols to the person who is investigating the case.

Communication

Telecom operators who miss the so-called spoofed numbers may face an administrative fine of up to 1 million rubles. Earlier, the State Duma passed a law that companies must provide a true subscriber number when sending short text messages, as well as when making calls and in the data network. According to the parliamentarians, "actions to change subscriber numbers and unique identification codes in the public communications network harm the interests of the state and society."Officials face a fine from 30 thousand to 100 thousand rubles, individual entrepreneurs - from 200 thousand to 800 thousand rubles, legal entities - from 500 thousand to 1 million rubles. “I want to believe that such a high amount of fines will make it economically unprofitable for telecom operators to pass a replacement number,” said deputy Alexander Khinshtein.

Khinshtein initiated another amendment. Internet tariffs for socially significant objects will now comply with federal requirements. This is stated in the amendments to the law "On Communications".

Such facilities will include schools and colleges, feldsher and midwife stations, cultural facilities, EMERCOM units, local police stations, private security departments, regional and municipal authorities.

The amendments also limit the growth of tariffs upon renegotiation of contracts. But this applies to contracts without changing the conditions. Khinshtein believes that in this way the law will protect "regions from blackmailing operators and prevent an unjustified rise in prices for communication services" for socially significant objects.

Blocking sites

The State Duma allowed blocking sites that justify extremism or spread false information about terrorist attacks. The Prosecutor General of Russia or his deputies can apply to Roskomnadzor with a request to block the resource. The changes will affect the Federal Law “On Information, Information Technologies and Communications”. The current version of the document provides for the blocking of sites that call for extremism, but do not justify it.

Several more amendments are being made to the same law. Now, out of court will be blocked sites providing services for the creation of forged documents. This also applies to those who sell fake coronavirus vaccination certificates and PCR test results. Deputy Alexander Khinshtein explained that the amendment applies to any ads on the Internet about fake medical certificates and documents (passports, military IDs and educational diplomas, etc.).

Another change is the transfer of the unified biometric system to the status of a state information system. Its functioning is now approved by the Russian Cabinet.

The amendment provides for the self-placement of biometric samples by citizens. In this case, both trusted software and a confirmed account in a unified identification and authentication system can be used.

The deputies also obliged state bodies that use biometric data for identification and authentication through other information systems to undergo accreditation.

Treatment of children

In the third reading, the State Duma adopted a law according to which drugs that are not approved by the authorized bodies (off-label drugs) can be used in the treatment of children.

This will affect children with cancer, hematological and severe orphan diseases. Medicines can be used within the compulsory medical insurance system. The government can determine the list of relevant diseases and conditions, as well as eligibility criteria for the drugs used.

At the same time, a teenager, upon reaching the age of majority, can continue treatment in the children's center, where it was started, until the age of 21. Parliamentarians believe that such norms are necessary for the continuity and complexity of the treatment of diseases that were identified in childhood.
