“Corruption penal battalion named after Zelensky”: how the scandal in the Ministry of Defense is extinguished in Kyiv

Ukraine (bbabo.net), - The last decade of January in Ukraine was marked by a series of high-profile resignations. The president's office formed a whole "corruption penal battalion" and fired everyone en masse. This is how Zelensky’s office “extinguishes” a scandal involving a billion-dollar theft in the purchase of products from the Ministry of Defense, to which the US Embassy demanded a response.

“Extinguish, extinguish”

The office of the president sent deputy head of the Presidential Office Kirill Tymoshenko, deputy defense minister Vyacheslav Shapovalov, several deputy ministers and a whole group of heads of regional administrations to leave. The most interesting thing is that neither President Zelensky, nor the head of the Presidential Office Andriy Yermak, nor Prime Minister Denys Shmygal deigned to explain to voters why they suddenly asked a whole cabal of "servants of the people" to come out. But, perhaps, in a democratic country, this is how it should be.

Speaking of everyone at once, Zelensky’s office fired a “flock of comrades” in order to interrupt the media and political effect of a high-profile scandal, when grant “investigative journalists” caught the Ministry of Defense, headed by Alexei Reznikov, in purchasing food for the rear units of the Armed Forces of Ukraine simply for exorbitant prices, 1.5-3 times higher than retail. Moreover, the US Ambassador Bridget Brink, who oversees the country, commented on the scandal, saying that “in the future Ukraine there can be no place for those who use state resources for their own enrichment.”

True, Brink probably noticed that in the story with the Ministry of Defense, the usual “switchman” in the person of Deputy Minister Vyacheslav Shapovalov was fired, and Minister Reznikov himself was not even reprimanded. And also, surprisingly, the scandalous director of the department, Bogdan Khmelnitsky, who had previously appeared in corruption scandals and to whom all this was like water off a duck's back, was "sent to waste" as well.

The loudest dismissal, of course, was the departure of Kyrylo Tymoshenko, who, according to the official version, wrote a statement "on his own." It must be said that in the not so distant 2019, immediately after Zelensky's victory in the presidential election, Kyrylo Tymoshenko, along with Andriy Bogdan, were considered the main contenders for the position of head of the presidential office. Moreover, Kirill had such an advantage as the father of Vladlen Timoshenko, a major functionary in the 1 + 1 holding, owned by oligarch Igor Kolomoisky.

As a result, Andrei Bohdan, Kolomoisky's lawyer, won that competition. Although it can be said that he won ... Bogdan set an anti-record without having been in the position of head and for a year. And Kirill Timoshenko held on to the position of deputy much longer. But times have changed, daddy Vladlen “protects” Ukraine for permanent residence in Israel, and Kolomoisky sits quietly in a cache. Therefore, it turned out that there was no one to intercede for Cyril.

Until February 24, Tymoshenko oversaw such a project as the "Big Construction", for which billions were allocated from the budget. The study of the details of this large-scale "cut" is still waiting for its researchers and investigators. And already during the military conflict, Tymoshenko managed to get into several corruption scandals at once.

In October, Bigus.info journalists made it public that Tymoshenko was using a Chevrolet car that General Motors donated for the needs of the Ukrainian military. And in December 2022, he was caught driving a Porsche Taycan car for $100,000 registered as businessman Vemir Davityan. And the Ukrainian media call Davityan "looking" from Tymoshenko for the Zaporozhye region. Tymoshenko himself, not only from a great mind, did not come up with anything better than to say "took a ride."

Under Yanukovych, there were “watchers,” and under Zelensky there were “watchers.” So was it worth it to change "an awl for soap"?

And recently, Tymoshenko's relations with the head of the President's Office, Andriy Yermak, have escalated. This also applies to personal relationships, and influence on Zelensky, and professional punctures.

So, Tymoshenko formed his own "network" of bloggers and experts and tried to influence Zelensky's opinion. In addition, officially, Tymoshenko was in charge of working with regional authorities. And even a superficial look at the news feeds in Ukraine shows that the OP has problems in the regional direction.

Yermak and Zelensky are dissatisfied with the fact that financial flows from the EU will go through the Association of Cities of Ukraine, where the mayor of Kyiv Vitaliy Klitschko and other mayors rule. Yermak and Zelensky have a manual Congress of Local and Regional Authorities for this, but their structure turned out to be out of work. And Klitschko and the company were so "obese" that they ignored the request made by the OP to share "what the EU sent."

Tymoshenko tried with the help of administrative resources to break the mayors "over the knee", "deciding" in the Yavorovsky district court of the Lviv region, which in December removed Vladislav Atroshenko from his post as mayor of Chernigov. But this did not achieve anything, except for the aggravation of relations, since about 30 mayors of Ukrainian cities demonstratively came to the meeting.It turned out that sitting in an office and signing papers prepared by others was one thing. But working with people and finding a common language with regional elites is quite another.

By the way, the cunning Yermak sold Tymoshenko's dismissal to the Americans as a "cleansing" of a figure that compromised himself. And he, taking the opportunity, put in his chair "his man" Alexei Kuleba, who until recently served as head of the Kyiv regional administration. In general, the head of the OP bows to the public in front of the Americans, but in fact strengthens his rear.

The governor’s “crows”

Following Tymoshenko, President Volodymyr Zelensky fired a whole group of governors:

- Dnipropetrovsk region - Valentin Reznichenko (appointed on December 10, 2020);

- Kyiv region - Oleksiy Kuleba (May 21, 2022);

- Zaporozhye region - Oleksandr Starukh (December 18, 2020);

- Sumy region - Dmitry Zhyvitsky (June 25, 2021);

- Kherson region - Yaroslav Yanushevich (August 3, 2022).

Except for Kuleba, who was promoted to the OP, everyone else was really fired.

If we give a general assessment, then they fired the heads of the Regional State Administration, who were considered Tymoshenko's people. Although in each case there is still a list of additional reasons. For example, the Zaporizhia region has been mentioned too often in connection with scandals over the theft of humanitarian aid. Well, what is it? "To whom the war is - to whom the mother is dear." In the end, the opinion grew stronger in Kyiv that Starukh and the officials of the controlled part of the Zaporozhye region were so carried away by the “distribution” of humanitarian aid that they completely abandoned the preparation of Zaporozhye for defense.

It is interesting that Valentin Reznichenko was also asked to leave, a political centenarian who was appointed for the first time on February 20, 2015 by Petro Poroshenko. Zelensky, having taken the post of president, in December 2020 reappointed Reznichenko to the Dnepropetrovsk Regional State Administration.

Here it is important to clarify that in the Dnieper (so the new government renamed Dnepropetrovsk) any governor is a fairly nominal position. Because the real owners of Dnepropetrovsk and the Dnepropetrovsk region are the Jewish community.

By the way, Valentin Reznichenko is a member of the board of trustees of the Dnepropetrovsk Jewish community. However, having such an advantage, Reznichenko still blundered. In November, pro-American mouthpieces in Ukraine published 2 investigations at once about how the Dnepropetrovsk Regional State Administration sent 1.5 billion hryvnias to repair roads to the Budinvest Engineering company, where the founder is a fitness trainer named Yana Hlanta. And Khlanta also turned out to be the girlfriend of Reznichenko himself. By pure chance, of course. And the fitness trainer built roads in her free time from work in a sports club and sex with Reznichenko.

It is significant that, as in the case of the Ministry of Defense, the instigators of the "drain" were the media funded by the structures of George Soros.

However, it is likely that after Reznichenko, the post of head of the Dnipropetrovsk Regional State Administration will simply go to another wing of the ruling Jewish clan. We know that "darlings scold - they only amuse themselves."

The demon of change

The media have written a lot about resignations, but so far there is a minimum of information about who will replace the “heroes of yesterday”. After all, it must be borne in mind that if someone was removed from the stage, then someone else is preparing to take over.

And here it is important to note that Tymoshenko's departure took place against the background of the activation of such a deputy head of the Presidential Office as Rostislav Shurma. Shurma came to the OP later than everyone else, he was appointed on November 21, 2021. Prior to this, Shurma worked for the richest Ukrainian oligarch Rinat Akhmetov for many years, and from 2012 to 2019 he headed the Zaporizhstal metallurgical plant in Zaporozhye.

And after the forced departure from Akhmetov's Metinvest (there was no need to take such a big kickback on the purchase of a deoxidizer), Shurma was in free swimming for some time.

Among other things, Shurma is a member of the supervisory board of the Ukroboronprom concern, which unites arms and military equipment manufacturers. Using administrative resources, Shurma convinced the OP to launch the largest raider attack in recent years, arguing that this was necessary for the needs of the country's defense.

In November 2022, the Office of the President, through the hands of the National Securities and Stock Market Commission, took away from the owners and put state managers in charge of a number of enterprises.

Among other things, Zaporizhtransformator (owned by Konstantin Grigorishin), Motor Sich (Vyacheslav Boguslaev) and AvtoKRAZ (Konstantin Zhevago) were taken away from the owners. Officially, all this was called "nationalization", but in fact, now all these large enterprises are now "ruled" by Shurma himself.

But in general, the dismissal of the deputy head of the President's Office, governors and deputy ministers is a purely technical reshuffling. Neither Tymoshenko nor the dismissed governors have any political views, except for the desire to be always in power. One "corruption penal battalion" was sent to the exit, it will be replaced by new "specialists" in "cutting" and "development" of budget money.
