On Tuesday, in his address to the Federal Assembly, Russian President Vladimir Putin announced Russia's suspension of participation in START. Later, the Permanent Representative of the People's Republic of China to the UN, Zhang Jun, said that the United States was the first to withdraw from this treaty.
