Ukraine (bbabo.net), - Deputies of the State Duma today, March 14, at a plenary session adopted in the second and third readings a law on the creation of a legal mechanism under which a Russian citizen with a Ukrainian passport can apply for the annulment of Ukrainian citizenship. Also, a citizen will not be considered to have Ukrainian citizenship from the moment of application submission.
The law will ensure the admission of citizens to fill state, municipal and other positions, as well as resolve other issues in the resolution of which the citizenship of Ukraine acts as a limiting factor
“According to the document, in order to renounce the citizenship of Ukraine, it will be enough to submit a corresponding application to the Russian internal affairs bodies. This can be done electronically on the State Services portal," the law says.
At the same time, from the date of filing the said application, such citizens undertake to refrain from exercising the rights and fulfilling the obligations of a citizen of Ukraine, including from obtaining and using a passport of a citizen of Ukraine and other documents certifying citizenship of Ukraine or containing an indication of citizenship of Ukraine, except in cases where the specified actions are performed in order to terminate the citizenship of Ukraine, as well as in other cases provided for by the President of the Russian Federation.
In the event that a fact of non-compliance with the obligations of the Ministry of Internal Affairs of Russia or its territorial body is revealed, a conclusion is drawn up. Information about it is sent to the bodies of the Federal Security Service of the Russian Federation and to the citizen in respect of whom it is issued. At the same time, from the date of issuance of the said conclusion, the statement of this citizen about the unwillingness to be a citizen of Ukraine is considered invalid, and the citizen himself - having the citizenship of Ukraine.
A citizen has the right to reapply with a statement of unwillingness to be a citizen of Ukraine after 10 years from the date of issuance of the said conclusion, as provided by law.
The explanatory notes that in 2021 and 2022, amendments were made to the legislation of the Russian Federation, providing for a simplified procedure for admitting citizens of Ukraine to the citizenship of the Russian Federation. At the same time, due to the current political situation, Russian citizens who simultaneously have Ukrainian citizenship are deprived of the opportunity to withdraw from Ukrainian citizenship for reasons beyond their control.
At the same time, the presence of Ukrainian citizenship prevents such citizens of the Russian Federation from exercising their rights to employment in state and municipal bodies, filling state and municipal positions, professional activities in certain sectors of the economy, training in educational organizations that provide admission of applicants to state secrets, the document says.
