Russian Deputy Foreign Minister Sergei Ryabkov said that attempts by the United States to use the dialogue with the Russian Federation on security guarantees as a cover for the continuation of the military development of Ukraine could lead to an inevitable deterioration of the situation. According to the Russian diplomat, the responsibility for aggravating the situation will lie with Washington and the North Atlantic Alliance.

“We want to quickly formalize those agreements that we have put on paper, denounced in a contractual form. If a precondition on the American side is the requirement that we carry out certain measures on our own territory that Washington and other NATO capitals will “like”, or that, under the dictation from Kiev, the Americans want to set as a requirement for us to continue our work, then it will not work, "Ryabkov stressed.

Also, the deputy head of the department said that Russia, with the announced scenario, would conclude that the American side does not have the will to negotiate.

Ryabkov suggested that the United States is using the situation as a "cover for the continuation of the same policy of military development of the territory of Ukraine." Similar methods can be used by the United States and other states for anti-Russian purposes, the diplomat noted.

“This is exactly what prompted us to put forward our proposals,” Ryabkov clarified the reason for the formation of security guarantees.

Before that, the Foreign Ministry recalled the greatest debt the United States owes to Russia.

The Foreign Ministry also said that Moscow did not receive a response from Washington to Russia's proposal.
