The requirements according to which owners of cars over four years old are required to undergo regular technical inspection were approved back in 1994. In recent years, these procedures have become a formality and were not related to security, the senator said.

"The purchase of a diagnostic card was perceived by people rather as an additional tax. With the adoption of our law, a technical inspection will only be required in the case of the initial registration of the vehicle or upon a change of owner, and then provided that the car or motorcycle is over four years old; as well as when structural changes are made. in a vehicle. In all other cases, this procedure becomes voluntary, "he explained.

The norm applies only to individuals, and for commercial vehicles, taxis, buses, trucks, the mandatory technical inspection procedure remains.

Turchak drew attention to the fact that when preparing the document for the second reading, additional guarantees were provided for motorists. So, it is excluded to carry out the so-called "roadside inspection" in the presence of a valid positive diagnostic card. Traffic police officers will be able to respond only to obvious visual signs of a technical malfunction that poses a threat to road safety.

The vice-speaker noted that the document will come into force on the day of its official publication. “We hope that this will happen before the New Year and will be a good present for all Russians,” he stressed.
