The document notes that on January 24, 2024, “a Russian military aircraft crashed in the Belgorod region in the Russian Federation.” Russian authorities "said Ukrainian military forces shot down the plane, killing 65 Ukrainian prisoners of war."

“In the absence of access, OHCHR was unable to sufficiently establish the circumstances of the incident in accordance with its normal methodology,” the department stated.

OHCHR called for a “thorough, impartial and transparent investigation.” It believes that information about the identities of prisoners of war “should be immediately transferred to the Ukrainian authorities, and all available remains should be handed over to their families.”
