Political Hippocratic Oath: Nuclear Club Countries Issue Joint Statement

The leaders of the five nuclear powers issued a joint statement on preventing nuclear war and preventing an arms race. The text of the document was published on the Kremlin website. The Russian Foreign Ministry clarified that the initiator of the creation of the document was the Russian Federation.

War without winners

“The People's Republic of China, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, the United States of America and the French Republic consider it their primary responsibility to prevent war between nuclear-weapon states and to reduce strategic risks, ”the statement reads.

The countries of the "nuclear club" stressed that there can be no winners in a nuclear war. Therefore, nuclear weapons - as long as they continue to exist - must serve defensive purposes, deter aggression and prevent war. “We believe that the further proliferation of such weapons should be prevented,” the document says.

In particular, the leaders of the countries promised to comply with their obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), as well as to negotiate an end to the arms race, striving for complete nuclear disarmament under strict international control.

“Each of us intends to maintain and further strengthen our national measures to prevent the unauthorized or unintentional use of nuclear weapons. We reiterate ... that our nuclear weapons are not aimed at each other or at any other state, ”the leaders of the countries noted.

They also pledged to strive to build a world free of nuclear weapons without compromising anyone’s security. “We are determined to conduct a constructive dialogue based on mutual respect and recognition of each other’s security interests and concerns,” concluded the leaders of the nuclear powers.

Russian Foreign Ministry spokeswoman Maria Zakharova noted that the document was prepared at the initiative of the Russian side. The joint statement was originally planned to be published in conjunction with the beginning of the X NPT Review Conference, which was supposed to open in New York on January 4. However, it was postponed due to the worsening epidemiological situation in the United States. Nevertheless, "given the importance and self-sufficiency" of the document, the nuclear powers decided not to postpone its publication.

“The Statement reflects the idea of ​​inadmissibility between nuclear states of any war, both nuclear and with the use of conventional weapons, which is important for us,” says Zakharova's commentary published on the website of the Russian Foreign Ministry.

She added that Russia expects to reduce the level of international tension and curb the arms race, since the document was signed by the leaders of all nuclear powers.

In turn, a member of the State Duma Committee on Security and Anti-Corruption Adalbi Shkhagoshev said in a comment to RIA Novosti that he considers the statement of the nuclear five countries as a political oath of Hippocrates.

“It is today that the proposals with which Russia has been coming out to its Western (and not only Western) partners over the past year or two are getting practical implementation. It's like the political Hippocratic oath - the document that we see now. We and the whole world are very well aware of what a nuclear war is, where there can be no winners, it is self-destruction of global significance, ”said Shkhagoshev.

In his opinion, Russia is now becoming "the initiator of all serious topics that relate, in one way or another, to global security." The politician recalled that it was Russian President Vladimir Putin who a year ago said that "the permanent members of the Security Council (UN) ... bear historical responsibility for what is happening around the world, for global security." The parliamentarian is convinced that "Russia remains the leader in ensuring world security."

NPT and refuseniks

Since 1970, the Treaty on the Non-Proliferation of Nuclear Weapons entered into force. According to him, a state possessing a nuclear weapon is one that produced and detonated such a weapon or device before January 1, 1967 (that is, the USSR, USA, Great Britain, France and China). Later, the Russian Federation remained in the "nuclear club" as the legal successor to the Soviet Union.

Each of the States Parties to the Treaty that possess nuclear weapons undertakes not to transfer them to anyone else, as well as control over them, either directly or indirectly. The document also enshrines the inalienable right of all participating countries to develop research, production and use of nuclear energy for peaceful purposes without discrimination. Control over the non-proliferation of nuclear weapons is carried out with the help of the International Atomic Energy Agency (IAEA), with which each non-nuclear-weapon party to the Treaty is obliged to conclude an appropriate agreement.
