Russia (bbabo.net) - Krasnodar Territory, Chuvash Republic and Novgorod Region became leaders in the quality of regulatory impact assessment (RIA) in 2021. This was reported by the Ministry of Economic Development.

The rating is formed based on the calculation of points for a number of indicators reflecting the quantitative and qualitative characteristics of the ODS. Regions are divided into five groups according to the level of development of the RIA institute: highest, good, average, satisfactory and unsatisfactory. During the assessment, special attention is paid to the quality of the procedure carried out by the developers - in particular, the completeness of completing the summary reports on ODS, the availability of financial estimates of the potential costs of the business is taken into account.

In total, in 2021, almost 6.4 thousand regional RLA projects underwent the RIA procedure, 70% of them were finalized based on the results of the conclusions.

In the ranking of 2021, 12 regions entered the group with the best results - the highest level of development of the RIA institute at the end of the year was shown by the Krasnodar Territory, the Khanty-Mansi Autonomous District, the Sakhalin Region, the Novgorod Region, the Chuvash Republic, the Belgorod Region, the Leningrad Region, the Khabarovsk Territory, the Smolensk region, Novosibirsk region, Komi Republic and Penza region.

According to the Secretary of State - Deputy Minister of Economic Development Alexei Khersonsev, the rating of the quality of RIA makes it possible to form the most complete and comprehensive assessment of the level of development of the institute in the regions.

“The key objective of the rating remains to promote the best RIA practices implemented in the regions. This year we paid special attention to how the developers justify the proposed regulation and assess the potential costs of business for compliance. These are the most important indicators of the effectiveness of the procedure. And their qualitative assessment allows us to highlight and to demonstrate the positive experience of the development of the RIA institute in the regions of the Russian Federation - primarily in order to stimulate the regions to replicate it, "the official said.
