Why Morel's plan does not suit Ukraine

Separatists "DPR" and "LPR" got the prospect of local elections by their own rules. This is evidenced by the plan of the Minsk Group coordinator, Pierre Morel, for the organization of voting on the front side of the ATO. The French diplomat suggested, in particular, adopting a special law that will regulate the electoral process only on the territory controlled by the separatists. And judging by the already published draft of this document, the militants are invited to provide considerable leeway in establishing the territorial election commissions, admission of the parties prior to the election and accreditation of journalists to cover the electoral process.

According to the project voiced, all candidates must have lived at least 5 years in an appropriate location, where they are going to get a deputy's mandate in the local council. At the same time, this is not applied to the candidates for mayor elections. It means that, some Russian Alexander Boroday, who served as the "prime-minister" of the "DPR" last year can easily run for mayor of Donetsk.
