MPs want to exempt poor Russians from paying tax

Already several party factions of the State Duma have proposed to introduce a progressive scale of taxation. This means that those who receive a salary in the amount of the minimum wage or less can be exempted from personal income tax. But for wealthier Russians, the tax rate will rise significantly. State Duma deputies want to change the personal income tax rates for rich and poor Russians. He explained that the Liberal Democratic Party is working on a bill on a progressive scale of taxation.

In a comment to RIA Novosti, Nilov noted that projects like this had already been considered by the State Duma, but rejected. “The government did not support, [the Duma] majority did not support. But we will continue to move in this direction, ”the deputy promised.

On January 9, Mikhail Shchapov, First Deputy Chairman of the State Duma Committee on Budget and Taxes, told Ura.ru that taxes need to be raised for wealthy Russians. Moreover, it is essential.

According to him, annual income over 10 million rubles should be taxed at 25%. With excess profits, the personal income tax rate, according to the deputy from the Communist Party of the Russian Federation, needs to be increased to 40-50%.

Citizens who receive a monthly salary equal to the minimum wage (minimum wage) or less should be exempt from tax or the interest rate should be reduced to 5%.

“Now the main social rift is a colossal gap in the incomes of citizens. A nurse in a remote village receives 10-15 thousand rubles a month, and a board member of a large bank - tens and hundreds of millions of rubles. People are annoyed by this, ”Shchapov emphasized.

But other parliamentarians disagree with this proposal. In a commentary, State Duma member Ayrat Farrakhov named three reasons why you shouldn't raise taxes for the rich.

"First. The figures that my colleague is calling will not have an effect in the form of additional financial resources to the budget, but they will have a very large negative footprint. The fact that we have already promised that the tax burden will not change, ”he said.

The second reason is that such a measure can raise the "shadow economy", and Russians will start receiving massively "gray" salaries, "as it was in Soviet times."

“Third, if my colleague is not in favor of attracting financial resources, but in order, perhaps, to equalize people with high wages and low ones. Of course, wages should be high. And our president said that there should be no leveling, ”Farrakhov stressed.

According to the deputy from the "United Russia" Vladimir Gutenev, the proposal of the parliamentarian from the Communist Party of the Russian Federation is "populist" in nature.

In a conversation with RIA Novosti, he expressed the opinion that people proposing such measures "underestimate" the Russians, "believing that such statements add popularity to them and their party."

“I am absolutely sure that the words of the President of the Russian Federation about the predictability and stability of taxation and that there is no need to make sudden movements are absolutely correct,” the agency's interlocutor emphasized.

Gutenev believes that such "radical proposals" will certainly lead to "destabilization of the business community."

Nevertheless, he admitted that the bill on the differentiation of the personal income tax rate has the right to life, but it will be implemented for more than one year.
