GRCHTS experts: 95% of Russian users do not read user agreements to the end

According to the Izvestia publication, experts from the FSUE Main Radio Frequency Center scientific and technical center (GRC, part of Roskomnadzor) found that 95% of Russian users do not read the user agreements for software to the end or when registering for various services on the Internet .

The subordinate structure of the RKN warned that one should not treat documents on the network so negligently, but should read them in full, and in case of questions, file a complaint with the software manufacturer or the owner of the service.

GRFC experts explained that there are often illegal conditions in agreements that can lead to the leakage of users' personal data and other unpleasant consequences.

Information security specialists from ESET confirmed that indeed Russian users mostly ignore or scroll through agreements superficially, and also put the necessary checkmarks in order to quickly install the program or access the service. Users do not like small print in agreements, too long text and an abundance of incomprehensible terms, because of which they have a complete misunderstanding of the situation and what is required of them, except how to unconditionally agree.

The experts explained to the publication that in the US and Europe, users are more selective and have greater digital literacy than Russian ones. The latter are more often in a hurry and want to get what they want quickly, skipping an important step in the process of registering with the service.

Market representatives clarified to the publication that illegal requirements are often found in Russian user agreements, especially in the case of the processing of users' personal data. For example, there should not be a clause “by accepting this agreement, you consent to the processing and transfer, including to third parties, of your personal data and agree to advertising mailings”, since according to the law “On Personal Data”, the agreement must contain all purposes of processing and a list of companies to whom user data will be provided are clearly stated.

Specialists of the Center for Legal Assistance to Citizens in the Digital Environment (started operating in September 2021, part of the Federal State Unitary Enterprise "Main Radio Frequency Center" and subordinate to Roskomnadzor) said that since the fall of last year they had prepared 14 pre-trial claims against data operators demanding that illegal conditions. Moreover, some operators satisfied the requirements of the Center and eliminated violations in the agreements in their services in a pre-trial order.
