WebMoney for half a year stopped operations for transferring funds and replenishing wallets in the Russian Federation at the request of the Central Bank

WebMoney announced the receipt of an order from the Central Bank of the Russian Federation (CB), according to which the system is obliged to stop operations for replenishing wallets and transferring funds for 6 months from December 7. As indicated in the message, the restriction makes it impossible for the System participants to replenish, exchange and transfer operations using ruble wallets. Clients of the service have access only to operations to pay for goods in trade and service enterprises, pay fines and taxes, and withdraw rubles to their own bank accounts. Russian banks have already sent messages to clients connected to WebMoney about the suspension of payments to the service's wallets.

RBC has spoken with a representative of WebMoney. He pointed out that the system has been operating in the Russian Federation for 23 years in full compliance with all local laws. There are no gross violations from the outside. According to the representative, most likely the prescription is related to formal remarks.

“We have not and never had any violations related to the withdrawal of capital, payments on illegal sites and the lack of combating unfair use of [the service]. In this regard, this order of the Central Bank came as a surprise to us. We cannot comment on the position of the regulator, but, as far as we know, formal remarks are the basis for the restrictions, "a WebMoney representative told RBC.

In January of this year, Sber's YuMoney service fell under a similar restriction. The Central Bank forbade him to make payments from individuals to non-resident companies and payments from non-resident companies to individuals. That is, you cannot transfer money to foreign companies through the service and vice versa. Due to the limitation, some users of games such as League of Legends and Valorant have complained about the in-game inability to make purchases. Also in December last year, the Central Bank fined the Qiwi service and imposed restrictions on operations regarding most payments in favor of foreign companies and transferring money to prepaid cards of corporate clients.
