The State Duma is preparing a bill on the list of droppers who will not be able to transfer money online, but will have to do this only with the passport of a bank branch. The new registry will become part of the Know Your Customer (KYC) anti-money laundering platform. However, experts say ordinary citizens can get on the register.

The bill will be prepared by early next year. The document will oblige banks to keep a register of droppers - companies and Russians through whose accounts the stolen funds are withdrawn. they will be prohibited from making transfers without visiting the bank in person.

According to the head of the State Duma Committee on the Financial Market Anatoly Aksakov, everyone who is included in the register will be informed that they can make bank transfers only with a personal visit to the office with a passport.

According to the criteria of Rosfinmonitoring, the Central Bank's KYC platform divides the level of risk of bank customers from the point of view of anti-money laundering legislation: low, medium and high. It is for high-risk clients that a new ban will be introduced. The platform is being tested since December 14, it will work in pilot mode until April 1, 2022. 40 banks have connected to the platform. From July 1, 2022, all credit organizations will be able to join it. Deputy Chairman of the Central Bank Dmitry Skobelkin said that individual clients will get to the platform no earlier than 2023.

Irina Rodriguez, Chair of the Association of Russian Banks Committee on Combating Money Laundering and Financing of Terrorism, says that an order and legal basis for the operation of the dropper registry is needed, and identifiers should be as unambiguous as possible and include not only full names. in her opinion, such a register "can be of an informational nature, as an additional criterion."

Information security specialists note that they already have information about droppers. The head of the RTM Group, Evgeny Tsarev, says that this information is collected by the Central Bank through FinCERT, and the creation of another register will lead to confusion.

The head of the Popular Front project “For the Rights of Borrowers” ​​Yevgenia Lazareva believes that the situation with the list of refuseniks, who are banned from carrying out operations deemed suspicious under the “anti-money laundering” law, may repeat itself. Then a large number of conscientious clients suffered, as the rehabilitation mechanism did not work. Therefore, Lazareva says that it is important to think over a mechanism for exiting the dropper registry.

Banks share these concerns. “In fact, we will receive from the Central Bank a list of persons for whom, without further investigation, we will simply turn off remote banking services,” says a source in the bank from the top 20. At the same time, he notes that in the situation with the black list of refuseniks, it was the banks that remained to blame for the client. “Although, if the law clearly states how the Central Bank defines the dropper, this may even be a plus, since all responsibility is on the regulator,” he added.

In October, as part of the fight against illegal payments, the Bank of Russia unofficially recommended that banks reduce the volume of transfers from card to card as much as possible. The Central Bank also demanded data from banks to identify dropper transactions when transferring funds from card to card. At that time, information security experts said that the Central Bank intends to expand its work through the Fast Payment System, which is much more controlled. In December, it became known that in 2022 a pilot project will start, according to which Russian citizens will be able to receive wages through the SBP.
