Vedomosti: the Government proposed to raise the threshold for duty-free import of goods

According to the Vedomosti publishing house, the Government is discussing an increase in the limit of duty-free import of goods for individuals to 1,000 euros. This refers to electronic commerce, purchases on foreign sites. The proposal appeared in the plan of priority actions to develop the economy in the face of sanctions.

On March 15, Prime Minister Mikhail Mishustin, at a meeting of the Presidium of the Government Commission on Improving the Resilience of the Russian Economy in the Face of Sanctions, said that the Government would propose to partners in the EAEU to increase the limit on duty-free import of goods within the framework of electronic commerce. He believes this will keep the necessary resources and goods available.

The effect of the increased threshold is expected until October 1, 2022. The following departments have been appointed responsible executors for this initiative: the Ministry of Economic Development, the Ministry of Finance and the Federal Customs Service. Raising the threshold can only be approved by the Eurasian Economic Commission (EEC). But the next meeting of the EEC is not far away, it is scheduled for March 17. A representative of the Ministry of Economic Development has so far responded to a request from Vedomosti to the relevant authorities. Whether such an initiative is being discussed in the government, he did not say, but specified that this issue was not yet listed at the next meeting of the EEC.

As a reminder, from January 1, 2020, the duty-free threshold is 200 euros. In 2019 it was 500 euros, and before that it was 1000 euros. In 2021, the Ministry of Finance proposed to reduce the limit: to reduce the duty-free threshold from July 1, 2022 to 100 euros, in 2023 to 50 euros, in 2024 to 20 euros. The initiative was supposed to be considered at the EAEU Council in November 2021, but then the decision was not made.
