Mintsifra proposed to cancel the duty on the import of computer equipment and components for the production of electronics to Russia

The Ministry of Digital Development proposes to reduce to zero the rate of customs duties on imports to Russia of computer equipment and components for the manufacture of electronics, which include hard drives, drives and data storage systems. This should lead to a reduction in the cost of manufacturing electronics and an increase in imports from Asian countries.

Kommersant reports that the measure will be taken before the end of this month. However, according to experts, the initiative will not be able to significantly correct the current circumstances, since the cost of the duty is small in comparison with the components that have risen in price.

Kommersant's sources note that the measure will abolish the import duty on data storage systems, tape drives, SSDs, HDDs, non-volatile storage devices, electronic integrated circuits (microprocessors), diodes, transistors, sensors, controllers and other semiconductor devices.

The duration of the initiative will be six months. Kommersant's interlocutor said that the discussion of the measure did not cause controversy among the authorities. It should be accepted by the end of March.

The Ministry of Digital Resources is zeroing out the duty on products that fall under the sanctions, as well as goods that are not produced in sufficient quantities in the Russian Federation. According to the regulator, this will stimulate the ability of Russian equipment manufacturers to organize new supply chains and production.

The Federal Customs Service reports that currently the import duty on hard drives varies from 1% to 13%. Russia is very dependent on imports of foreign storage systems, the volume of this market in the fourth quarter of 2021 reached $211 million, which is 34% more than in the same period last year. The largest company in this category was the Chinese Huawei (39.1% of the market), followed by the domestic Yadro (20.9%) and the American Dell (9.5%). This data was provided by the research company International Data Corporation.

Yesterday, the Russian authorities announced their intention to buy computing power from commercial data centers and take away equipment from companies that have decided to leave Russia. The authorities also temporarily restricted the export of consumer electronics and computer equipment from the country. Thus, the government wants to prevent the shortage of capacities, which the public sector will face in 1.5 months.

Due to the growth of the dollar, the cost of SSDs, HDDs and memory cards has grown by 40% in recent weeks, the Kommersant source adds.

Yesterday it became known that the Ministry of Digital Development, the Federal Antimonopoly Service and the Ministry of Finance are proposing to create a single buyer of telecommunications and computer equipment for the state IT infrastructure and Russian companies. This will be one of the options for circumventing the sanctions that were imposed against Russia because of its actions in Ukraine.

Last week, the Government of the Russian Federation temporarily banned the export of telecommunications, technological, medical equipment, transport, agricultural machinery and electrical equipment from the country. In total, more than 200 items fell under the import ban.
