Media: water-flooded data storage center of the Ministry of Internal Affairs did not meet standards and was serviced incompetently

On the morning of December 18, reports began to arrive about interruptions in the provision of electronic state services to the traffic police. The failure of the traffic police system lasted two days. All this time, car owners could not register their vehicles and get a license. It turned out that there was a communal accident in the server rooms of the Ministry of Internal Affairs, and the servers of the State Traffic Inspectorate "were flooded with water." The premises themselves might not meet the required standards, Vedomosti writes.

The traffic police information system began to be created in 2013 by order of the institution subordinate to the Ministry of Internal Affairs "Research and Production Association" Special Equipment and Communications ". In May 2020, it signed a contract for the modernization and development of the service functionality with Rosby Inform Co LLC. The contract amount was RUB 59.3 million.

The contractor NPO STIS says that the traffic police information system is one of the modules of the unified system of information and analytical support of the Ministry of Internal Affairs, and the failure could affect not only it, but also other IT systems of the department. Last week, employees of the Moscow Region traffic police department complained about problems in their work after installing new software. Thus, the updated program did not display some of the information specified in the vehicle registration certificates. Since September, the Ministry of Internal Affairs and the Ministry of Digital Science have started testing a digital copy of the STS.

On the part of the Ministry of Digital Security, there were no problems on the portal of state services, but the provision of state services to the traffic police on the portal was temporarily limited.

Ivan Begtin, director of ANO Infoculture, says that the traffic police system is considered critical, and people interact with it on a daily basis in real time. According to Begtin, the Ministry of Internal Affairs needs to conduct an investigation and find out why the geographic redundancy of this system and the rapid restoration of its operability after the accident were not ensured.

Begtin suggested that the Ministry of Internal Affairs used a data processing center in Moscow or the region, belonging to the Electronic Moscow project, or an internal data center for the operation of the IT system. However, in his opinion, such projects should be placed in data centers that provide the proper level of engineering infrastructure.

“A properly built data center is made according to the standard. One of these standards is mandatory: location in places protected from flooding, ”agrees former managing director of IXcellerate Dmitry Fokin.

Vice-President of the National Automobile Union Anton Shaparin notes that the current failure in the IT systems of the traffic police is not the first in recent years: “There is a suspicion that the problems in the traffic police may be more serious than they seem at first glance, and the traffic police are not the most competent IT specialists. In general, such sensitive systems should not be used by the back offices of ministries and departments, but by a specialized contractor. " According to the expert, all information systems should work under the unified management of the Ministry of Digital Industry.

The work of the traffic police information system was restored on the evening of December 19.
